Thuan Hoa Ward Party Committee was established on July 1, 2025 according to Decision No. 2298 of the Standing Committee of Hue City Party Committee on the basis of merging 6 Ward Party Committees: Phu Hoi, Phu Nhuan, Vinh Ninh, Phuoc Vinh, Truong An and Phuong Duc; The Ward Party Committee has 112 branches and affiliated Party Committees with 4,775 Party members.

With the theme "Building a clean and strong Party and political system; promoting the strength of the entire people, creating a breakthrough in socio-economic development; building a civilized and modern Thuan Hoa ward, worthy of being the central urban area of Hue city", the Congress focused on comprehensively assessing the implementation results of the 2020-2025 term resolution of the predecessor wards, and at the same time setting out the directions, tasks and main targets for the new term.

Night-time economic development is one of the five key programs set by the Thuan Hoa Ward Party Committee for the 2025-2030 term.

Presenting a political report at the congress, Party Secretary and Chairman of the People's Council of Thuan Hoa Ward Nguyen Dinh Bach emphasized that in the 2020-2025 term, despite many difficulties due to the COVID-19 pandemic and natural disasters, the predecessor localities have achieved many outstanding achievements. The total budget revenue of the whole ward in the 2020-2024 period reached more than 301 billion VND, an average increase of 8%/year; average income per capita is estimated to reach 3,530 USD in 2025.

The cultural and social fields have many positive changes, the education system has been invested in and upgraded, walking streets such as Pham Ngu Lao - Chu Van An - Vo Thi Sau, Hai Ba Trung... have become attractive destinations, contributing to the development of the night-time economy and improving people's lives. Primary health care, social security and support for the poor have received due attention, currently the poverty rate is only 0.07%.

For the 2025-2030 term, the Congress identified 5 key programs and 5 breakthroughs, emphasizing digital transformation, developing the night-time economy, improving the investment environment, beautifying green - clean - bright urban areas and developing smart culture - education. The Congress also set a target that by 2030, the average income per capita will reach 6,500 - 7,000 USD; the rate of people participating in health insurance will reach over 99.7%; there will be no more poor households; 100% of domestic solid waste will be collected.

Speaking at the congress, Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Nguyen Van Phuong emphasized that the first congress of the Thuan Hoa Ward Party Committee took place in a special context: this was the first term after the ward was established on the basis of merging 6 wards of Phu Hoi, Phu Nhuan, Vinh Ninh, Phuoc Vinh, Truong An and Duc Ward, with an area of 7.57 km², nearly 99,000 people, 53 residential groups, 112 party organizations, 4,775 party members.

The Executive Committee of Thuan Hoa Ward Party Committee was introduced to take up its duties.

The establishment of the new ward is a strategic step in the process of streamlining the apparatus, promoting the effectiveness and efficiency of State management, in line with the planning and requirements for sustainable development of the city in the new period. Therefore, it is recommended that the Party Committee of Thuan Hoa Ward continue to build a team of cadres with courage, capacity and aspiration for innovation; promote the spirit of self-reliance and creativity; strengthen mass mobilization, promote democracy and the great national unity bloc; focus on developing civilized urban areas, protecting the environment, and improving the quality of life for the people.

Chairman of Hue City People's Committee Nguyen Van Phuong expects: "With a large population and strong development potential, the Party Committee and People of Thuan Hoa Ward need to unite and unanimously implement the goals set by the Congress, deserving to be a bright spot in the development of the central urban area, contributing to building Hue City increasingly modern and livable."

On this occasion, the congress announced the list of delegates attending the 17th Hue City Party Congress, term 2025 - 2030. The Ward Party Executive Committee, according to the appointment decision of the Hue City Party Standing Committee, also introduced itself to receive its duties at the congress.
