Building party organizations in non-state enterprises - part 3: Establishing party organizations only benefits enterprises

That is the content that the Standing Committee of Thai Nguyen Provincial Party Committee emphasized many times when attending the ceremonies announcing the decision to establish party organizations in non-state enterprises in the province. This is also the consistent policy in the direction and administration of Thai Nguyen Provincial Party Committee on the establishment of party organizations in enterprises. From this policy, the reality in recent times in Thai Nguyen shows that the leadership, propaganda and mobilization work to make business owners and employees understand and agree is a decisive factor and an important lesson in building party organizations in non-state enterprises.

In August 2024, after many efforts, the Party Committee of Lau Thuong commune organized a ceremony to announce the establishment of the Party Cell of Trong Tin Investment and Trading Joint Stock Company. This is the first Party Cell in a non-state-owned enterprise (NSE) in Vo Nhai district.

Previously, the Company had only 2 party members, not enough to establish a party cell. Therefore, the Party Committee of Lau Thuong commune introduced party members who were cadres and civil servants of the commune to participate in activities and appointed one comrade as Party Cell Secretary.

According to Mr. Nguyen Duy Hau, the establishment of a Party cell is also considered a commitment by the enterprise that the unit will continue to operate stably, so that employees can feel secure in their commitment.

In fact, although it has only been established for more than 2 months, the Party Cell of Trong Tin Investment and Trading Joint Stock Company has actively coordinated with the Board of Directors to effectively implement production and business activities.

For the Party Cell of Thanh Cong WINVET Company (under the Party Committee of Tan Phu Ward, Pho Yen City), after more than a year of establishment, the Party Cell and all 7 Party members have made positive contributions to the company's activities.

By the end of October 2024, the Company's staff will increase by 10%; the output of veterinary medicine, nutrition, and supplementary feed products will increase by 15% compared to 2023. The Company's market and customer base will be expanded, with more than 60 customers from the South to the North. The number of products allowed to circulate will also increase to 30.

According to general assessment, in state-owned enterprises with party organizations, the performance of the enterprises' obligations to the State and the guarantee of workers' rights are better. The activities of mass organizations are more orderly. The relationship between the Party Committee, enterprises and workers is harmonious, stable and production and business activities are more effective.

Not only contributing to promoting the production and business activities of enterprises, many party members and party cells in state-owned enterprises also become political "nuclei", actively participating in patriotic emulation movements in the locality.

For example, at the Party Cell of Khoa Hong Thai Nguyen Company Limited (under the Party Committee of Dong Dat Commune, Phu Luong). The Party Cell was established on June 15, 2023, with 5 official Party members. During the last term, through the implementation of resolutions and directives from superiors, Party members of the Party Cell were clearly aware of their roles and responsibilities, always taking the lead, being exemplary in their work and fully participating in the Company's activities. In 2023, the Party Cell was assessed to have completed its tasks well.

At the Party Cell of DPA Trading, Media and Training Company, immediately after its establishment in May 2024, the Party Cell coordinated to direct the reorganization of the Company's Trade Union and Youth Union and launched emulation movements to help employees have specific directions to strive for. Up to now, 1 comrade has completed the Party awareness training program and is implementing the Party admission consideration process.

It can be affirmed that the establishment of party organizations in state-owned enterprises is the determination of the Provincial Party Committee Standing Committee, city party committees, district party committees and local party committees. Thereby, it contributes to affirming the role of enterprises in general, and state-owned enterprises in particular, in the development of the locality and the country, especially the importance of establishing party organizations in enterprises.

With the close direction of the Provincial Party Committee and the efforts of Party committees at all levels, in 2023, 26 party organizations in state-owned enterprises were established in the province. By the end of September 2024, the province had 19 more party organizations in state-owned enterprises.

However, frankly speaking, the whole province currently has only 137 foreign-invested enterprises with party organizations (accounting for 1.37% of the total number of enterprises in the province). The number of enterprise owners who are party members is also very low (the whole province currently has 82 foreign-invested enterprise owners who are party members, accounting for 0.08% of the party members of the entire provincial Party Committee).

In some newly established Party organizations in SOEs, the role of promoting the political core in leading the implementation of production and business tasks has not been highly appreciated; the content and methods of operation are sometimes and in some places still confusing, not meeting the requirements and tasks of Party building work in the new situation; the relationship between the Party Committee and the Board of Directors, the Board of Management, and the enterprise owner is not regular and close.

Along with that, the propaganda, mobilization and persuasion work of some Party committees towards business owners is not regular and continuous; measuresto educate , motivate and encourage workers to strive to become Party members are not very effective.

Not just establishing for the sake of it, but needing to be determined to promote the role of guiding, inspecting and supervising the activities of party organizations in enterprises - this is the determination made by Party committees at all levels when implementing the content on developing party organizations and party members in state-owned enterprises in Project No. 07-DA/TU of the Provincial Party Committee on improving the quality of grassroots party organizations and party members, period 2021-2025. And to achieve this goal, the orientation and direction of implementation by Party committees at all levels is identified as the key step.

Right now, the Party Committee of the Provincial Industrial Park Management Board is completing procedures to decide to establish a party organization in an FDI enterprise, this will be the third party organization in the FDI enterprise block in the province.

The Party Committee of the Management Board will also continue to send cadres to directly guide and support the subordinate Party Committees in writing documents and reviewing documents to verify the admission of new Party members to strengthen the Party organization in the State-owned enterprise.

Developing party organizations in the SOE sector is one of the important goals set by the Party. However, in order for the party organization to be able to “play its right role” after its establishment, and meet the requirements and expectations of the Party Committee and workers, one of the important activities is that Party Committees and authorities at all levels need to strengthen dialogue with enterprises, remove difficulties and obstacles, and create favorable conditions for enterprises to expand production and business, and create more jobs for workers.

At the same time, regularly propagate and guide the content and methods of operation of party organizations to suit the production and business conditions of each enterprise; well implement appropriate regimes and policies for cadres doing party and union work in state-owned enterprises; at the same time, strengthen inspection and supervision activities to maintain the principles of the Party's activities and operations in state-owned enterprises...

At the same time, the Provincial Party Committee also directed to continue improving the quality of Party committees in state-owned enterprises; arranging Party committee secretaries who are prestigious and have roles in enterprises; regularly taking care of training and fostering the team of Party committee members of Party organizations in state-owned enterprises.

At the same time, actively direct and guide the development and supplementation of working regulations of Party committees, regulations on coordination of activities between Party committees, Board of Directors, Board of Management, and mass organizations in enterprises; create synchronization and unity in leadership and direction of the implementation of tasks of enterprises; continue to promote the role of Party organizations, focus on taking care of cadres doing Party and mass organization work in state-owned enterprises.
