
Following the directives of the Central and Provincial authorities regarding the reorganization of administrative units and the streamlining of organizational structures, from the beginning of 2025, the Standing Committee of the Provincial Youth Union proactively implemented the contents to ensure progress and meet the requirements. The closure of the Youth Union of the Provincial Agencies Bloc, the establishment of the Ho Chi Minh Communist Youth Union of the Provincial Party Agencies and the Ho Chi Minh Communist Youth Union of the Provincial People's Committee, along with the appointment of all key positions, contributed to the rapid stabilization of the organization and the maintenance of continuous leadership and guidance.
Immediately after the district-level Youth Union organizations in 13 localities ceased operations following the reorganization of the two-tiered administrative system, 54 commune, ward, and special zone-level Youth Union organizations were established and officially began operating from July 1, 2025. The streamlining of the organization towards greater efficiency and effectiveness has created an important foundation for the Youth Union's work to adapt flexibly to the new situation, ensuring uniformity in direction and management.
Based on this, the Provincial Youth Union Standing Committee promptly issued work programs, plans, and a comprehensive system of guiding and operational documents that were practical and relevant. 100% of grassroots youth union branches and cadres were fully briefed on the contents, clearly identifying this as a key, long-term task. Propaganda work was intensified, contributing to high consensus and unity among cadres, union members, and young people.
Comrade Nguyen Phuong Thao, Secretary of the Provincial Youth Union, stated: Youth Union branches at all levels always prioritize building "strong Youth Union branches" and "three proactive" grassroots Youth Unions, maintaining effective activities in residential areas. Simultaneously, they promote the development of Youth Union organizations in apartment complexes, boarding houses, and non-state enterprises, especially in the tourism and service sectors, where a large number of young workers are concentrated. Given the volatile and dispersed nature of youth, many new models have been piloted and replicated, such as online Youth Union branches and inter-branch Youth Unions, thereby expanding the ability to gather and connect young people in hard-to-reach areas. Activities of overseas Youth Union and Association organizations continue to expand, creating a bridge connecting Quang Ninh youth abroad with their homeland.

Digital transformation within the Youth Union has been intensified through the standardization of member data, innovation in branch activities, and the application of technology in management and communication. For example, from March 14-20, Youth Union branches at all levels organized 37 "Digital Literacy Classes," guiding Youth Union members and the public in applying digital technology and artificial intelligence to create communication products promoting the election; using the VNeID application to look up polling station information, learn about candidates, and complete some related procedures before participating in the election for over 8,870 Youth Union members and the public.
Alongside this, the training and development of Youth Union officials has been emphasized in both theory and practice. Regular training courses are organized, closely linked to the practical needs of the movement; officials are encouraged to go to the grassroots level, get closer to and understand the thoughts and aspirations of Youth Union members.
The work of developing Youth Union members and nurturing potential Party members continues to receive attention. Specifically during Youth Month in 2026, the entire province organized introductory sessions on the Youth Union for over 1,500 young people; admitted 1,000 new members; and established 2 new branches. Many Youth Union branches innovated their membership methods, organizing membership recognition ceremonies at historical sites and revolutionary landmarks, contributing to the education of traditions and the cultivation of revolutionary ideals.
The process of recommending outstanding Youth Union members to the Party was carried out seriously, with 120 members recommended for consideration for membership. Alongside this, programs such as "Youth Union Member Training," "Youth Union Member Day," and the "1+1" initiative continued to be implemented effectively, contributing to improving the quality of Youth Union members and strengthening their political awareness and sense of responsibility.
Notably, political and ideological education is prioritized, with many synchronized solutions aimed at preventing early and distant manifestations of degradation, "self-evolution," and "self-transformation." The management of records, evaluation, and ranking of Youth Union organizations and members are carried out seriously and systematically.
With its systematic, flexible, and creative approach, the Quang Ninh Provincial Youth Union is gradually affirming its pivotal role in gathering and uniting young people, creating a healthy environment for the younger generation to study, train, and develop comprehensively in terms of morality, intellect, physical fitness, and aesthetics. Recently, four of the Quang Ninh Provincial Youth Union officials received the Ly Tu Trong Award in 2025 – a prestigious award from the Central Youth Union on the occasion of the 95th anniversary of the founding of the Ho Chi Minh Communist Youth Union, recognizing their outstanding contributions in studies, work, and youth movements.
In the new context, the demands placed on the Youth Union are increasingly high. However, with a strengthened foundation and synchronized solutions being implemented, the work of building a strong Youth Union in Quang Ninh province is expected to continue to make breakthroughs, contributing to building a new generation of young people who are both politically committed and professionally competent, meeting the development requirements of the province in the new period.
