Has a large team of intellectuals
Da Nang City currently has 12 universities and a number of institutes and training faculties under Da Nang University. In addition, the city also has research institutes, training facilities, and training partnerships with universities outside the city. Among these, Da Nang University has the largest number of intellectuals with more than 2,100 people with university degrees or higher; including more than 110 professors/associate professors, 450 PhDs and more than 1,080 masters. After Da Nang University, Duy Tan University is also the unit with the largest number of intellectuals working here with more than 1,000 people, including more than 50 professors/associate professors, 170 PhDs and 470 masters.
Along with the system of schools and training institutes, the City's Union of Science and Technology Associations with 32 member associations has nearly 160,000 members participating in consulting, criticism and social education activities. Meanwhile, the city's artists are gathered in the Union of Literature and Arts Associations with 09 specialized associations, with about 1,300 members. These can be considered as places that affirm the creation of a working environment for a large group of local intellectuals.
In addition, according to statistics, the city currently has 16,314 cadres, civil servants and public employees with university degrees or higher (accounting for 79.2%), including 60 PhDs and 2,435 masters. In addition, the city has also paid attention to training cadres in a number of high-tech industries in recent times, especially in the two fields of information technology and biotechnology, most of whom are young intellectual cadres.
Not stopping at the above mentioned number of intellectuals, in Da Nang there are currently quite a number of intellectuals widely distributed in enterprises (more than 134 thousand people), military forces (more than 300 people), border forces (more than 200 people)... and experts who are Vietnamese intellectuals abroad who are cooperating with local agencies and units.
With that number of intellectuals, according to the assessment of Mr. Le Duc Vien, Director of the Department of Science and Technology (KH&CN) of Da Nang City, this is a large and important force, and in recent times has made many contributions to the development of the city.
Many policies to develop intellectuals are implemented.
Based on the Central Committee's directions, especially after Resolution No. 27-NQ/TW dated August 6, 2008, Conclusion 90-KL/TW dated March 4, 2014 of the Politburo and Conclusion 52-KL/TW dated May 30, 2019 of the Secretariat on continuing to implement Resolution No. 27-NQ/TW, the Standing Committee of the Da Nang City Party Committee issued Action Program No. 32-CTr/TU dated October 25, 2008 to implement Resolution No. 27-NQ/TW and then a number of documents guiding and directing the implementation of Central Committee documents related to building and developing the intellectual team.
At the same time, the People's Committee of Da Nang City also institutionalized and issued many documents directing the development of mechanisms and policies to attract high-quality human resources; honor and promote talents; policies on training and fostering cadres, civil servants, public employees, teachers, medical staff, scientific and technical staff, literature and arts staff, etc. Thereby creating a more favorable working environment and conditions for cadres and intellectuals to contribute to the development of the city.
Talking about the efforts in building and promulgating mechanisms and policies to attract and develop the intellectual team in the area, Director of the Department of Science and Technology of the City Le Duc Vien affirmed: The City regularly reviews, supplements and perfects mechanisms and policies, creating an open legal corridor to promote the potential and creative thinking of the intellectual team, encouraging the intellectual team to participate in the cause of building and developing the City. At the same time, the City also focuses on investing in infrastructure, renovating headquarters and equipment, improving capacity, serving the state management of science and technology; establishing and investing in the construction of the Center for Biotechnology, oriented to develop into a center of the South Central region; investing in infrastructure equipment to serve nuclear radiation safety activities; promoting the establishment of the National Center for Supporting Innovative Startups in Da Nang; Create a favorable working environment and plan a reasonable team of highly specialized staff, meeting the needs of management and implementation of scientific and technological tasks in the new period...
“In particular, the City has issued many breakthrough policies, pioneering in the use, treatment and honor of intellectuals. Notably, the City has implemented a policy to attract human resources with an initial treatment policy for those who voluntarily come to work long-term in the City since 1998. Up to now, in each period, the City has made adjustments to policies to suit the socio-economic conditions and human resource needs of the City and made adjustments to policies for each target group” - Director of the Department of Science and Technology of Da Nang City informed and added that in the period of 1998 - 2014, Da Nang received and arranged jobs for 1,269 people who graduated from public universities, full-time or higher. From 2019, based on the need to attract and the quota of civil servants, the number of employees assigned to the unit, the City publicly and widely announced the attraction quota; Candidates are evaluated and selected based on their ability to meet the requirements of the job position that needs to be recruited. Recruitment is carried out simultaneously with the recruitment of civil servants and public employees to ensure compliance with current regulations.
According to the Director of the Department of Science and Technology of Da Nang City, the subjects are attracted to be assigned to work in administrative and public service units from the city level to the ward and commune levels; the units that use labor value highly, and pay attention to including in the planning of leadership and management positions at all levels.

In addition to the above policies, to encourage scientific research activities, technology development, publication of valuable literary and artistic works; honoring talented intellectuals, artists, and coaches, Da Nang City also issued relevant reward regulations. Notably, Da Nang is one of the leading localities in the country in implementing rewards in science and technology activities (so far, it has rewarded authors and groups of authors of 641 works, inventions, useful solutions, and scientific articles with a total reward of more than 1.7 billion VND).
In particular, with the goal of training managers and experts, since 2004, Da Nang has implemented the training of high-quality human resources by granting scholarships for university training for excellent students of the city. Then in 2006, Da Nang implemented the Project of training 100 masters and doctors at foreign institutions. In 2009, the city decided to establish the Center for High-Quality Human Resources Development to train, foster and develop human resources for the locality.
