The challenges are not “flat”

Pa Co commune has an area of ​​over 100km 2 , from the beginning to the end of the commune is about 50km. From the commune center to the center of Phu Tho province is nearly 200km. This is the living area of ​​nearly 12,000 people. Of which, Mong ethnic people account for over 70%, living concentrated in 12/18 hamlets; Thai ethnic people account for about 20%, the rest are other ethnic groups.

All three old administrative units and the hamlets before the merger were remote and extremely difficult areas. Transportation was difficult. Many villages were separated by high mountains and deep ravines, and were often affected by natural disasters during the rainy and stormy season.

Not only is the terrain and traffic infrastructure difficult, the information infrastructure in the commune has not kept up with the development requirements. According to the review, the commune currently has 6 hamlets that are not covered by 3G or have weak connections, directly affecting the operation and implementation of online public services.

In addition, difficulties are also revealed within the administrative apparatus and civil servants of the commune. According to Comrade Sung A Chenh, Secretary of the Party Committee of Pa Co commune, implementing the 2-level government model, despite the support from the team of civil servants mobilized from the province and district, the overall quality is still uneven. According to the assessment, currently only about 60% of the commune's civil servants meet the requirements of the job. Limitations are clearly shown in advisory capacity and skills in using information technology. Especially the ability to apply digital platforms in handling administrative procedures.

Besides, another big obstacle is the language barrier. Because it is a mountainous area, it is especially difficult. Many villages are isolated, transportation is difficult, so many people are illiterate and cannot speak the common language. Especially the elderly living in hamlets far from the commune center.

When they come to the commune People's Committee headquarters, they face many difficulties in presenting their requests or being able to read and understand the procedures for implementing administrative procedures. Therefore, communication, guidance, and explanation of regulations become a burden for civil servants assigned to receive and resolve administrative procedures, especially for those who are not fluent in ethnic languages.

At the “one-stop shop” department, civil servants like Mr. Dinh Cong Ua, who previously worked in Cun Pheo commune and is now transferred to continue his position as a Justice officer in Pa Co commune, shared: In the early days of implementing the 2-level government model, most of the people who came to do procedures were Mong people. Without Mong language staff to support, receiving and processing documents for civil servants who are not local people and do not know the language of ethnic minorities would be almost impossible.

In such conditions, stories about the dedication of Pa Co commune's civil servants become even more prominent, as a highlight that brightens the appearance of the new government. Ms. Kha Y Sua in Pa Khom hamlet came to the commune headquarters to complete procedures to certify her daughter's academic records, Kha Y Tung, who is preparing to enroll at the Northern College of Agriculture and Rural Development ( Hanoi ). She is illiterate and has limited communication skills in Mandarin. Instead of letting people struggle with regulations related to the settlement of administrative procedures, Sung A Co - a commune Justice officer, directly guided her step by step. From language translation to support in declaring and completing documents. Thanks to that, her request was resolved after only 2 hours.

Another typical case is Ms. Giang Y Nha in Thung Man hamlet, who traveled dozens of kilometers of steep mountain roads from her home to the commune's Public Administration Service Center to complete birth registration procedures for her daughter, Sung Y Gau. When discovering that she did not have a VNeID level 2 electronic identification account - a necessary condition for data interconnection - Mr. Dinh Cong Ua, the person directly receiving and handling administrative transactions, did not refuse to serve or require Ms. Giang Y Nha to complete the administrative procedures according to regulations, but instead explained in detail and guided her meticulously on the steps to take. At the same time, he flexibly coordinated with the commune police to handle the birth registration procedures for Ms. Giang Y Nha's daughter to be carried out in accordance with regulations.

According to statistics, after more than 10 days since the 2-level government model was officially put into operation, Pa Co commune has received and processed over 100 administrative procedure files. Most of them are essential procedures such as birth registration, authentication, marriage registration... All were processed promptly, following the correct procedures in the context of human resources, technology and infrastructure shortages. Notably, during the process of receiving, processing and resolving administrative procedures, people have given positive feedback on the attitude and service style of commune officials.

The two-level government in Pa Co commune has just begun to operate and is in the initial stage with many difficulties. However, the determination of the local Party Committee and government, along with the dedication of the commune's staff, are gradually overcoming the difficulties. Each resolved file and each smile on the faces of the people are clear evidence of the initial effectiveness of a model that puts people at the center.

In special conditions like Pa Co, every small step forward is worth noting. It is believed that, with the spirit of overcoming difficulties and the people's support, the two-level government model here will soon stabilize, creating the foundation for a government apparatus that is close to the people, close to the people and serves the people in the most practical way.
