With the characteristic of having more than 52,500 food production and trading establishments, most of which are small-scale establishments and individual households, food safety control in Quang Ninh is always a complicated problem. In the face of many cases of fake and poor quality food being discovered nationwide, causing public confusion, Quang Ninh has clearly identified raising public awareness as the "spearhead" in preventing food safety risks.
Representatives of associations, unions, enterprises, business households, schools, food establishments and people in the province participated in the launching ceremony of "Food Safety Action Month 2025" organized by the Interdisciplinary Steering Committee on Food Safety of Quang Ninh province (April 2025).
Since the beginning of the year, departments, branches and localities have synchronously deployed many communication and legal education activities on food safety. Communication campaigns were organized at their peak during the Lunar New Year 2025, the spring festival season, and the Month of Action for Food Safety with the theme "Ensuring food safety, focusing on food safety in collective kitchens, catering services and street food". The launching ceremony of the Month of Action attracted nearly 500 delegates and people to participate, creating a profound social effect.
Newspapers, television, social networks, and grassroots loudspeaker systems were mobilized synchronously. In the first 6 months of 2025, the whole province carried out nearly 13,000 radio and television broadcasts; broadcast more than 600 news, articles, and reports on traditional press channels and digital platforms; and published more than 80,000 leaflets, posters, and propaganda banners. The Provincial Media Center has integrated food safety content into the programs "For Community Health", "Talking with Doctors", "Consumer Consulting"... to help people access knowledge that is easy to understand, vivid, and close.
The list of establishments violating food safety is made public in the mass media, creating social pressure, forcing organizations and individuals producing and trading food to strictly comply with regulations. In the first 6 months of the year, the whole province publicly announced the penalties for 242 organizations and individuals violating the regulations, with a total fine of more than 2.1 billion VND. This list not only serves as a deterrent, but also helps consumers be vigilant and choose safe products.
The provincial Food Safety Department took samples of food being stored in cold storage at a hotel in Bai Chay ward to test and evaluate food quality.
Along with mass propaganda, education to improve food safety knowledge was widely deployed in the community. 131 conferences and training courses were organized with the participation of more than 10,000 people, including managers, production facility owners, women's union members, farmers and consumers. The propaganda sessions not only provided knowledge about the law, production conditions and food processing, but also helped improve community monitoring skills, identifying safe products, handling violations, etc.
The Vietnam Fatherland Front and socio-political organizations have also taken strong action. The Vietnam Fatherland Front Committees at all levels have coordinated to deploy zalo groups to propagate to villages, hamlets, and neighborhoods; and to supervise food production and processing facilities. The Farmers' Association has supported capital and provided training for safe production models according to VietGAP and organic standards, with a total outstanding loan balance of nearly 33 billion VND; more than 2,400 billion VND of credit capital has been connected to help thousands of members invest in clean food production and business. The Women's Association maintains 345 "Family of 5 no, 3 clean" clubs, 13 "Women doing safe food business" models, contributing to enhancing women's supervisory role in protecting public health.
The system for receiving feedback from people via hotlines has been operating effectively. In the first 6 months of the year, the health sector hotline has received and processed 2 feedbacks, contributing to the transparency of the food market.
Not stopping there, Quang Ninh province also organized a signing ceremony of the commitment "Enterprises producing and providing services ensuring safety and quality for consumers" with the participation of hundreds of enterprises. This is a form of visual propaganda, both creating pressure and encouraging enterprises to be more responsible for their products. The image of a clean and transparent enterprise is gradually becoming a competitive criterion in the market.
The connection between communication and inspection, examination and handling of violations has also been effectively implemented. In 6 months, the whole province has inspected more than 9,000 establishments, discovered more than 700 violations, imposed fines of over 5 billion VND, and confiscated and destroyed violating goods worth more than 13 billion VND.
With an innovative communication approach, strong participation of the entire political system and a sense of responsibility from the community, Quang Ninh's food safety work will certainly continue to achieve many positive results, towards a safe, sustainable food environment for people's health.
