Building a Learning Society: A New Approach to Growth, Development and Social Progress

NDO - Building a learning society is a fundamental, long-term requirement of our country's education; at the same time, it is an urgent, strategic task that determines the success of industrialization, modernization and the development of the knowledge-based economy in Vietnam.

In the last decades of the 20th century, the scientific and technological revolution in the world created important premises for the world's industrial economy to gradually shift to a knowledge-based economy.

The explosion of information and the emergence of new knowledge, new technology, etc. shows that previously acquired knowledge cannot be used for a lifetime, and previously acquired education can no longer meet new needs. Therefore, building a learning society is both an urgent task and a strategic requirement, a fundamental, long-term task of our country'seducation .

Building a learning society determines the success of industrialization and modernization, of the process of developing Vietnam's economy into a knowledge-based economy, and of turning the Vietnamese people into a wise nation as Uncle Ho always wished.

To help readers in general, policy makers, managers, economic experts, and business people in particular have more reference materials on this issue, the National Political Publishing House Truth published the book "Building a Learning Society: A New Approach to Growth, Development, and Social Progress" by authors Joseph E. Stiglitz and Bruce C. Greenwald published by Columbia University Press in 2015.

Compared with the original version published in 2014, this reader's edition is written more concisely, focusing on core theories and key policies for building a learning society.

The book consists of two parts. The first part, “Building a Learning Society”, consists of eight chapters, highlighting the importance of learning, how businesses learn and innovate, how the market structure in which businesses operate affects their ability to learn and innovate, and concludes with an assessment of the welfare and stability of the entire economy.

Part 2: “Policies for a Learning Society”, consisting of 6 chapters, discusses solutions for a learning society. The authors propose policies in many areas to successfully build a dynamic learning society, from industry development policies, financial policies, macroeconomic policies to policies on intellectual property rights and social transformation.

The “learning society” perspective offers a radically different view of growth and development strategies from some aspects of the standard neoclassical approach. Creating a dynamic learning society needs to be done at multiple levels: individuals need to have the mindset, skills, and motivation to learn.

The scope, adaptability and speed of knowledge transmission are among the key characteristics of a learning society: what enables new knowledge to fuel new thinking are the catalysts and inputs from the ever-emerging new ideas and innovations.

Nowadays, Vietnam is in the process of industrialization, modernization and proactive international integration. Building a learning society is a truly necessary approach to growth and social progress that our Party and State need to focus on and promote to develop the country.
