Regarding the bus accident in Khanh Hoa on the afternoon of July 18th that killed four Chinese tourists, the National Traffic Safety Committee stated that the accident resulted in four fatalities, nine injured people receiving hospital treatment, and six others being cared for in the hospital for mental health recovery.

Yesterday afternoon, July 19th, the Vice Chairman of the National Traffic Safety Committee, Khuất Việt Hùng, and his delegation visited Khánh Hòa to inquire about the injured victims and work with relevant agencies to address the consequences of the accident.

The report states that, according to the initial statement of driver Ho Ngoc Hung (born in 1965, residing in Ho Chi Minh City), the passenger bus overturned due to brake failure while descending a slope.

Upon inspection, authorities stated that the driver tested negative for drugs and had no alcohol in his system; his Class D driver's license is valid until March 9, 2028. The technical safety inspection sticker is valid until July 27.

Data extracted from the vehicle's tracking system at the scene determined that the vehicle's speed at the last moment, 2:47 PM, was 45 km/h (the speed limit on that section of road was 50 km/h). The cause of the accident is still under investigation.

Last night, the Prime Minister issued a directive to the Ministries of Public Security, Foreign Affairs , Transport, and the People's Committee of Khanh Hoa province, requesting them to urgently address the consequences of the accident.

The Prime Minister requested the Chairman of the People's Committee and Head of the National Traffic Safety Committee of Khanh Hoa province to direct the relevant agencies and units of the province to concentrate maximum resources of doctors, medical supplies, and equipment to treat the injured victims; to create favorable conditions for families to quickly access the victims of the accident and complete the procedures related to the deceased victims; and to organize visits and provide support and encouragement to the families of the deceased and injured victims of the accident.

At the same time, we will coordinate closely with relevant agencies of the Ministry of Foreign Affairs and the Chinese Embassy in handling the next steps, ensuring compliance with legal regulations.

The Prime Minister also requested the Chairman of the People's Committee of Khanh Hoa province to directly preside over a conference to assess the causes, implement solutions to overcome existing shortcomings and inadequacies, and consider disciplinary action against relevant collectives and individuals.

In coordination with relevant agencies of the Ministry of Public Security, the Ministry of Transport, and the Hanoi People's Committee, a comprehensive inspection will be conducted regarding compliance with regulations on business and operating conditions for road transport by motor vehicles for businesses and households involved in the accident; and serious action will be taken in accordance with the law against any violations.

The Prime Minister instructed the Ministry of Public Security to direct the Khanh Hoa Provincial Police and other relevant police units to urgently investigate and clarify the cause of the accident and strictly handle, in accordance with the law, any organizations or individuals who violated regulations and caused the aforementioned exceptionally serious accident.

Identifying and clarifying the direct causes of traffic accidents and related causes, as well as the responsibilities of collectives and individuals in state management, will serve to prevent similar traffic accidents in the future.

The Prime Minister instructed the Ministry of Transport to direct the Department of Roads to coordinate with relevant agencies to review and strengthen traffic organization to improve the safety of the transport infrastructure system on National Highway 27C, focusing on adding guardrails and emergency shelters on steep and winding sections.

According to a preliminary report from the People's Committee of Khanh Hoa province, at 3:20 PM on July 18th, a particularly serious accident occurred at Km 56+200 on National Highway 27C, on the section through Khanh Le Pass (Khanh Vinh District, Khanh Hoa Province). A passenger bus with license plate 29B-405.83, carrying 20 Chinese tourists and 2 Vietnamese tour guides, traveling from Da Lat to Nha Trang, overturned. The incident resulted in 4 fatalities and 9 injuries.
