At the meeting, departments, branches, units and representatives of Ben Tre Waste Treatment Joint Stock Company and AMACCAO Company exchanged and discussed to find a common voice on the restructuring and investment plan of Ben Tre Waste Treatment Plant.
According to the report of the Department of Natural Resources and Environment, after working under the direction of the Provincial People's Committee, the Department agreed with AMACCAO Company on a number of contents including: After restructuring, Ben Tre Waste Treatment Joint Stock Company will continue to pay debts and fully perform legal responsibilities for the Ben Tre Waste Treatment Plant investment project.
Regarding the area scale, continue to reinvest in the Ben Tre Waste Treatment Plant on the existing land with an area of 4.2 hectares, at the same time, add and expand an additional 19,655.7 square meters to support temporary storage of the remaining waste (more than 90,000 tons), creating a space to implement the reinvestment plan for the plant. Ben Tre Waste Treatment Joint Stock Company (after restructuring) is responsible for handling the remaining waste in the plant; the treatment costs are paid by the Provincial People's Committee according to the provisions of law.
Regarding the project reinvestment implementation time: The investor speeds up the implementation progress to ensure that the Ben Tre Waste Treatment Plant will be put into operation in 2026. Regarding treatment costs: The investor will develop a waste treatment service price plan in accordance with the invested treatment technology based on correct and sufficient calculations to ensure a balance of interests between the enterprise and the locality; then submit it to the competent authority for consideration and approval.
The issue that has not been agreed upon is that AMACCAO Company requested the Ben Tre Provincial People's Committee to commit to providing 400 - 500 tons of waste per day (minimum 400 tons per day) to ensure the stable and continuous operation of the factory; this is also an important condition for investors to carry out procedures to borrow capital to reinvest in the project. At the meeting, AMACCAO Company continued to reaffirm this request to the Provincial People's Committee.
The representative of the Department of Natural Resources and Environment said that he had guided the investor to conduct a field survey and provide data on the volume of household waste, common industrial waste, and hazardous waste generated; assessed the collection and supply capacity for the investor to ensure that it meets the investor's requirements (at least 400 tons of waste/day); and proposed the scope of waste collection to include: Ben Tre City, Chau Thanh, Giong Trom, Mo Cay Bac, Mo Cay Nam and Cho Lach, and if necessary, the collection area of Ba Tri district could be expanded to ensure the amount of waste supplied as required. Therefore, the Department proposed to only ensure the scope of waste collection but could not commit to the requirements of AMACCAO Company.
At the end of the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Canh agreed with the proposal of the Department of Natural Resources and Environment and will report to the Chairman of the Provincial People's Committee on "committing to the volume of waste" or "ensuring the scope of waste collection for investors". The Provincial People's Committee will notify AMACCAO Company of the final decision on this matter.
In case the waste collection volume plan cannot be agreed upon with the investor, the Provincial People's Committee will end the implementation of the reinvestment plan for the Ben Tre Waste Treatment Plant and direct the provincial departments, branches, relevant agencies and units to implement the plan to call for new investment in the province's waste treatment plant.
