The Fund's Management Board is chaired by Mr. Phan Minh Tan. In August 2009, Nguyen Trong Vu, Director of Huy Hoang Technology Investment and Development Company, sent an official dispatch to the Department of Science and Technology of Ho Chi Minh City requesting financial support from the science career budget in the amount of 5.1 billion VND to implement project 1. However, this company still did not complete the project, did not return the funds to the fund, causing a loss of more than 3.1 billion VND.
In September 2009, Vu sent an official dispatch to the Department of Science and Technology of Ho Chi Minh City requesting a loan of 10 billion VND to implement project 2. In 2010, Mr. Tan signed a document concluding that the project met the requirements and agreed to the loan. After receiving the disbursement, Vu left the country on May 13, 2011.
During the investigation, Mr. Tan stated that he knew Huy Hoang Company did not have sufficient financial capacity but still agreed to approve the loan. However, Mr. Tan and his accomplices said that the loan approval was in accordance with regulations. As of June 30, 2021, the loss of Project 2 was nearly 19.5 billion VND (both principal and interest). The total loss of the 2 projects was more than 22.6 billion VND.
