On May 31, the Military Court of the Capital Military Region will try 7 defendants in the case of "Asset embezzlement" that occurred at the Coast Guard Command, Ministry of National Defense .
Mr. Nguyen Van Son (former Lieutenant General, former Commander of the Coast Guard) and the defendants: Hoang Van Dong (former Lieutenant General, former Political Commissar); Doan Bao Quyet (former Major General, former Deputy Political Commissar); Pham Kim Hau (former Major General, former Deputy Commander, former Chief of Staff); Bui Trung Dung (former Major General, former Deputy Commander); Nguyen Van Hung (former Colonel, former Director of the Technical Department) and Bui Van Hoe (former Lieutenant Colonel, former Deputy Head of the Finance Department) were brought to trial for the crime of "Embezzlement of property".
This is an especially serious case of "Property Embezzlement" that occurred at the Coast Guard Command between late 2019 and early 2020.

The trial was conducted under the direction of Judge, Colonel Pham Minh Khoi. The prosecution was held by two officers from the Border Guard Military Procuracy. Eight lawyers participated in defending the defendants.
The court summoned the victim, the Coast Guard Command, and dozens of witnesses to attend the trial.
According to the accusation, the defendants took advantage of their positions and powers to embezzle 50 billion VND from the state budget for national defense.
Specifically, Mr. Nguyen Van Son, in his position as Commander of the Vietnam Coast Guard, proactively discussed with Mr. Hoang Van Dong, Political Commissar, and discussed and agreed with the heads of the Coast Guard Command, Pham Kim Hau, Doan Bao Quyet and Bui Trung Dung, to assign Mr. Nguyen Van Hung (Director of the Technical Department) when implementing the bidding packages for the procurement of materials and equipment from the estimated 179.1 billion VND of the 2019 administrative management budget, withdrawing 50 billion VND and transferring it back to the head of the Command.
Mr. Nguyen Van Son received 50 billion VND from Mr. Hung and divided 10 billion VND to Messrs. Dong, Hau, Quyet, and Dung each. In this case, Mr. Son must bear the main responsibility, as the mastermind and initiator.
During the working process with the Inspection Team of the Central Inspection Committee , the defendants were fully aware of their wrongdoings and voluntarily paid 10 billion VND each to remedy the consequences.
With 6 Heads of Departments of the Technical Department, including Lieutenant Colonel Le Son, Lieutenant Colonel Nguyen Dinh Quy, Colonel Vu Van Doan, Lieutenant Colonel Tang Anh Tuan, Colonel Nguyen Van Hung and Colonel Le Xuan Hanh, the accusation is that these soldiers all admitted to wrongdoing in dividing some bid packages under 10 billion VND for the Commander to sign and approve, without having to report to the Ministry of National Defense for approval.
They are also the ones who directly discuss and agree with contractors to increase the price of materials and equipment in some bidding packages and request contractors to transfer money back with the purpose of creating a fund for the Coast Guard Command to use for common purposes.
The actions of the above people show signs of complicity in the crime of embezzlement of property. However, these officials all committed the violation for the first time, had a dependent relationship, carried out orders from superiors, had no motive for personal gain, did not receive money or other material from contractors, did not know that the amount of 50 billion VND was later divided personally...
Therefore, the Central Military Procuracy does not consider criminal proceedings against these 6 people.
