Construction material prices are rising, the Prime Minister requested to handle speculation, hoarding, and unreasonable price increases of goods.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 85/CD-TTg dated June 10, 2025 on strengthening solutions to manage and stabilize construction material prices.

Accordingly, the Prime Minister requested the Minister of Construction to urge and closely coordinate with localities to regularly monitor and grasp market developments and fluctuations in construction material prices in the market to proactively have timely and effective solutions to reduce prices, especially construction materials, sand, stone, gravel, bricks, leveling materials, road embankment materials, etc.; in cases beyond authority, immediately report to competent authorities for timely and effective consideration and decision.

At the same time, urgently review, direct and guide localities to review, evaluate and synthesize the demand for construction materials in the area; coordinate with the Ministry of Agriculture and Environment to guide and direct localities to plan and identify mines, supply sources, capacity and supply capacity to ensure supply-demand balance, promptly handle difficulties and problems, especially local shortages in each area, locality and nationwide, to be completed before June 20, 2025.

Strengthen guidance for localities to promptly update and publish construction material prices and construction price indexes in their management areas, ensuring that they accurately reflect the cost of material prices and are consistent with market prices.

The Prime Minister requested the Minister of Agriculture and Environment to urgently amend and supplement legal regulations in the direction of expanding the subjects and scope of projects licensed to exploit Group IV minerals directly to mining contractors; resolutely cut down on intermediary stages that cause negative corruption; minerals used as construction materials and landfills in the Mekong Delta region are subject to similar regulations for Group IV minerals, to be completed before June 20, 2025.

Direct and guide localities to plan, survey, evaluate the quality and reserves of mines, reclaim land to license additional mines, adjust mining capacity to ensure balance between supply and demand, and provide sufficient construction materials in the area, to be completed before June 20, 2025.

The Prime Minister also requested the Minister of Industry and Trade to direct market management agencies to strengthen inspections, promptly detect and handle acts of speculation, hoarding, and unreasonable price increases of construction materials; thoroughly handle construction materials of unknown origin, counterfeit goods, fake goods, and poor quality goods.

The Ministry of Public Security shall preside over and coordinate with relevant agencies to investigate and strictly handle organizations and individuals who manipulate the market, speculate and profit in the production and trading of construction materials, and cover up, protect, corrupt, and ignore violations that recur without thoroughly handling them.

The Government Inspectorate urgently identifies and immediately conducts inspections of common construction material supply sources in key areas and strictly handles violations according to the law.

The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to urgently review, evaluate and synthesize the demand for construction materials in the area; to ensure supply-demand balance, promptly handle local shortages in each area and locality, to be completed before June 20, 2025.

Strengthen inspection, supervision, monitoring, urging, closely following developments in the construction market, proactively taking solutions within authority, promptly reporting to competent authorities for direction and handling of issues beyond authority; control price declaration and posting according to regulations, ensure publicity and transparency of information on construction material prices in the area, avoid phenomena of "speculation and price inflation".
