That is the question of reader Minh Duong (34 years old, Hanoi ) related to medical examination and treatment under health insurance (HI).
Regarding this issue, according to Decision 2555/QD-BYT recently issued by the Ministry of Health , when going for medical examination and treatment, health insurance participants must present health insurance card information (paper or electronic copy), personal identification documents or VNeID level 2 electronic identification account with integrated information.
In case the health insurance card does not have a photo or code, it must be accompanied by another identification document.
In case a patient has an electronic health insurance card when going for health insurance examination or treatment but cannot present the electronic health insurance card due to the connection with the level 2 electronic identification account (VNeID) or the VssID application has an error or due to an Internet connection error, the Ministry of Health provides the following instructions:
Patients provide their health insurance card number so that medical examination and treatment facilities can look up information on the Vietnam Social Security (VSS) Data Portal.
In case the Vietnam Social Security Data Portal cannot look up, the medical examination and treatment facility will record the health insurance card code information and receive the patient for examination and treatment.
Medical examination and treatment facilities coordinate with the Social Insurance agency to look up the patient's health insurance card information to determine the scope, benefits, and health insurance regime.
In case at the time the patient finishes the medical examination and treatment and is discharged from the hospital, the electronic health insurance card management data system still has errors and cannot extract information and the Social Insurance agency has not verified or clarified, the medical examination and treatment facility is responsible for sending all medical examination and treatment records, patient contact information, along with a screenshot of the search screen to the Social Insurance agency to continue verifying the information when the system is restored and assessing and paying for medical examination and treatment costs according to regulations.
Patients are responsible for providing information about health insurance participants and health insurance card information to medical examination and treatment facilities and ensuring the accuracy of the information provided.
Thus, in the case of readers who cannot extract their health insurance card due to network or system errors when examining and treating patients under health insurance, the medical facility will be responsible for coordinating with the Social Insurance to look up and verify, and then will be paid according to the scope, benefits and entitlement regime.
In fact, internet connection errors are not common or only occur at certain times, so health insurance participants do not need to worry too much.
However, to ensure that health insurance benefits are not affected, patients should save their health insurance card number to present the card code when necessary.
In addition, health insurance participants need to check the basic information on the card such as date of birth, permanent residence, etc. to match the information on the citizen identification card.
Some cases of incorrect information will also affect the payment of health insurance. When there is an error in the information on the card, the health insurance participant needs to contact the Social Insurance (should contact the unit that registered to buy the card) to adjust the information on the system.
