Under the direction of the Provincial People's Committee, the Vinh Phuc Provincial Foreign Loan Management Board has implemented the Project Component 4 of the Wastewater and Household Sanitation Revolving Fund under the Program for Developing Type II Cities (Green Cities) using loans from the Asian Development Bank (ADB). The project has contributed to urban beautification, supplementing and completing infrastructure, promoting Vinh Yen city to soon achieve the goal of developing a green economy, a green vision and a green city.
Component 4 Project of the Household Wastewater and Sanitation Revolving Fund contributes to creating green space for Vinh Yen city in particular and Vinh Phuc province in general.
The household wastewater and sanitation revolving fund aims at practical goals such as supporting poor and near-poor households and social protection beneficiaries who need to build new or renovate toilets; build new or renovate septic tanks into standard septic tanks to connect to the city's drainage system.
The project contributes to reducing environmental pollution and the rate of people suffering from related diseases, thereby improving the quality of life for the people. At the same time, it completes the city's wastewater collection and treatment system; completes basic infrastructure according to the drainage planning of Vinh Yen city and Vinh Phuc urban area until 2030, with a vision to 2050.
ADB Project Manager Nguyen Hoang Thuc said: "The overall project consists of 7 parts, including dredging the landscape of Dam Vac Lake; collecting and treating wastewater from 3 communes and wards in the city; a level 3 connection system, used to transfer wastewater from communes and wards to the wastewater treatment plant. Up to this point, the project of component 2, component 3, that is, the entire wastewater collection system has been completed, only a small part of the plant remains."
The Household Sanitation and Wastewater Revolving Fund Project plays an important role in improving the environment through completing the drainage and wastewater treatment system, contributing to attracting investment and tourism for the province in general and Vinh Yen city in particular. Thereby, raising awareness and consciousness of environmental sanitation. This is a pilot project in Vinh Phuc province to gain experience in implementing other environmental sanitation improvement projects in the province and promoting local initiatives in implementing the goal of sustainable urban and community.
During the 4 years of implementation, the project has mobilized and propagated 100% of poor households (212 households), near-poor households (179 households), 182 social protection households in need; guided households to prepare documents and procedures along with applications for funding in 9 communes and wards of Vinh Yen city to access non-refundable aid capital to renovate and build new toilets and septic tanks according to standards. Up to now, the initiatives on construction and non-construction projects proposed by the community have been effectively implemented in the communes and wards of Dong Da, Dinh Trung, Thanh Tru.
The project has brought direct benefits to people in communes and wards who benefit from the works under the community initiative component and to many poor and near-poor households, social protection beneficiaries of 9 wards and communes from the grants for construction, renovation of toilets and drainage connections under the Revolving Fund component.
When the project comes into operation, it will contribute to creating a green-clean-beautiful environment, in line with the orientation of developing a green and sustainable urban space; contribute to completing the city's wastewater collection and treatment system; complete basic infrastructure according to the drainage planning of Vinh Yen city and Vinh Phuc urban area until 2030, with a vision to 2050, develop service infrastructure and green space for Vinh Yen city in particular and Vinh Phuc province in general.
