In the context of climate change and increasingly complex and unpredictable natural disasters, ensuring dam safety contributes to stabilizing water resources for production and daily life, as well as protecting people's lives.

Muong Lai commune, Luc Yen district, has three major irrigation works: Tu Hieu reservoir, Roong Deng reservoir, and Tang An reservoir. Over the years, these works have received state investment for repair and upgrading, ensuring irrigation for over 200 hectares of double-cropping rice, vegetables, and hundreds of hectares of agricultural land in neighboring communes such as Vinh Lac and Minh Tien. To effectively manage and utilize these irrigation works, the commune has established management, operation, and protection teams, regularly inspecting and clearing silt and debris from the canals to ensure a continuous water supply. Especially during the rainy season, the commune People's Committee regularly organizes inspection teams to assess the irrigation works; develops plans, and mobilizes villagers to participate in repairing and addressing weak points and landslides within the local economic capacity and conditions.

According to statistics, Yen Bai province currently has 133 large, medium, and small reservoirs. Of these, 13 are large reservoirs with a capacity of 3 million m³ or more, or dam heights of 15m or more; 26 are medium reservoirs with a capacity of 500,000 or more, or dam heights of 10-15m; and 94 are small reservoirs with a capacity of less than 500,000 or dam heights of less than 10m. These reservoirs are still fulfilling their function of water storage and regulating agricultural production.

Every year, the Department of Agriculture and Environment directs the Irrigation Division to coordinate with the agriculture and environment divisions of districts, towns, and cities, and Tan Phu Co., Ltd. to inspect irrigation works before, during, and after the rainy season; paying particular attention to inspecting dams and reservoirs, visually monitoring the current state of reservoirs to promptly detect problems and develop remedial plans…

Mr. Nguyen Thai Binh, Deputy Director of the Department of Agriculture and Environment, said: "Before the rainy season, the Department directed the Irrigation Department to coordinate with the unit managing and operating irrigation works to review and supplement disaster prevention and mitigation plans in a timely manner, prepare a complete plan to ensure means, facilities, and funding, strengthen the Disaster Prevention and Search and Rescue Command Board, assign tasks, and assign monthly command duty officers; at the same time, closely monitor the weather, climate, and hydrological situation, and promptly report and notify the situation of rain and floods to proactively take preventive measures."

Mr. Nguyen Duc Bay, Chairman of Tan Phu Co., Ltd., shared: "To ensure dam safety during the rainy season, the company regularly inspects and assesses the infrastructure, reservoir structures, headworks, pumping stations, etc., clearing vegetation from the spillway of reservoirs, headworks areas of irrigation works, water pumping stations, and access roads... The company pays attention to maintaining machinery and equipment, upgrading damaged, degraded, or substandard infrastructure to avoid losses of life and property when natural disasters occur. During the rainy season, the company organizes a 24/7 emergency response force, implementing the 'four on-site' principle."

After the rainy season and floods, the company will inspect and review all damaged structures and infrastructure, and repair any damaged facilities and technical infrastructure to ensure that the structures and machinery are functioning properly and serving agricultural production.

In the context of climate change and increasingly complex and unpredictable natural disasters, ensuring dam safety contributes to stabilizing water resources for production and daily life, as well as protecting people's lives. Therefore, relevant units and localities need to strengthen monitoring and tracking of weather developments to ensure proper reservoir operation and structural safety; regularly inspect vulnerable points, reinforce them promptly, and minimize potential damage.
