To effectively implement the National Target Program on Socio -Economic Development of Ethnic Minorities and Mountainous Areas (National Target Program 1719), Yen Bai province has closely followed the reality of each locality, effectively integrated capital sources, helped ethnic minorities promote their internal strength, strive to eliminate hunger and reduce poverty, and build a prosperous life. These efforts have significantly improved the material and spiritual life and happiness index of people in the highlands, contributing to changing the thinking, awareness, way of thinking, and way of doing of ethnic minorities, overcoming the mentality of waiting and relying on the support of the State.
According to the report, by the end of 2023, implementing the National Target Program 1719 for the period of 2021 - 2025, Yen Bai province has disbursed 1,210 billion VND, equal to 84.2% of the plan, of which: disbursed central budget capital reached over 1,084 billion VND. The province has mobilized and implemented well resources to invest in infrastructure construction; preserving the traditional cultural identity of the nation; supporting housing and infrastructure for people's lives; improving the quality of life; investing in the power grid system; there are no more consanguineous marriages; students go to school at the right age; the poverty rate is 5 - 6%/year.
Based on the State's investment resources, Yen Bai province has also had fundamental solutions by flexibly integrating capital sources to improve the efficiency of investment resources without fragmentation and small-scale. Many localities in the province, such as Tram Tau district, have had creative, proactive, effective ways of working and achieved the requirements on disbursement progress, especially in implementing the task of housing support; integrating investment resources, developing education, etc.
As a commune that has benefited a lot from the National Target Program 1719, Chau Que Thuong commune, Van Yen district in the past 2 years has received investment in 03 centralized domestic water projects, support for water tanks, agricultural machinery; support for building houses for poor households, and support for livelihood projects for ethnic minorities.
As a poor household lacking land for production, at the end of 2023, Mr. Hoang Van Ngoi and his wife, in Ngoi Lau village, Chau Que Thuong commune, Van Yen district, were given a mini plow. "This support has helped Mr. Ngoi's family not only serve their family's production, but also serve as a means of plowing for hire, creating jobs and long-term livelihoods, and raising their children and grandchildren to study.
Mr. Nguyen Duc Cai, Vice Chairman of the People's Committee of Chau Que Thuong Commune, Van Yen District, added: In order for the policy to reach the people, based on the criteria, conducting assessments from the village level, ensuring fairness, transparency, and targeting the right subjects, we flexibly deploy support according to actual needs. Households lacking land will be supported with agricultural machinery and tools, households with land will be supported with seedlings to ensure the effectiveness of support resources.

To effectively implement the National Target Program 1719, the Provincial Ethnic Committee has proactively coordinated with departments and branches to advise the Provincial People's Council and People's Committee to issue 4 Resolutions, 8 Decisions, along with many plans and documents guiding the implementation of projects to support ethnic minorities. In particular, the shortage of residential land, housing, production land, and domestic water has been resolved: supporting 788/829 houses for poor households; completing and putting into use 15/23 centralized domestic water works; investing in essential infrastructure to serve production. Supporting the construction of 115/168 works; developing education and training to improve the quality of human resources, innovating activities, consolidating and developing ethnic boarding and semi-boarding schools with semi-boarding students and eliminating illiteracy, supporting the construction of 14/18 works and many other support contents.
Thanks to the National Target Program 1719 invested in the province, the aspirations of the people have been fundamentally resolved; the appearance has been gradually changed, contributing to improving the material and spiritual life of the people. Up to now, the poverty rate in ethnic minority and mountainous areas has decreased by an average of 7.66% (compared to the target assigned by the Central Government, exceeding 2.66%), in which Mu Cang Chai district has decreased by 8.51%, Tram Tau district has decreased by 6.95%. The rate of communes with asphalted or concrete roads to the commune center has reached 100%, achieving the Program's target.
The rate of households using the national grid and other suitable electricity sources reached 97.6/99% of the Program's target. The rate of ethnic minorities using clean water for daily life reached 93.5/90%, exceeding the Program's target (exceeding 3.5%). The rate of ethnic minorities watching television and the rate of ethnic minorities listening to the radio reached 99.4/100% of the Program's target...
It can be seen that the implementation of the National Target Program 1719 has promoted the strength of the entire political system, especially the role of the people as the main subject. Up to now, hundreds of works and projects have been implemented, mainly focusing on the fields of transportation, irrigation, education, culture, support for dispersed water, purchase of agricultural machinery and tools; sustainable development of agricultural and forestry economy associated with forest protection and increasing income for people...
