Request to move motorbikes from the first floor of mini apartments: District Secretary says there is no such policy

On September 22, responding to the press about the statement of Mr. Vo Dang Dung, Chairman of Thanh Xuan District, about the request to move motorbikes and electric bicycles on the first floor of mini apartments and rental houses to reduce the risk of fire and explosion, Ms. Bui Huyen Mai, Secretary of Thanh Xuan District Party Committee, affirmed that this is not the district's policy.

According to Ms. Mai, the Chairman of the District People's Committee may not have made his intentions clear, because during the inspection and handling process, with the mini apartment building near the vehicle parking lot, the district mobilized people to move motorbikes, electric bicycles and flammable items out of the basement to ensure fire prevention and fighting (PCCC), there was absolutely no forced removal of people's vehicles from the area.

The Thanh Xuan District Secretary affirmed that the district's viewpoint is to strictly comply with regulations and technical standards on fire prevention and fighting but at the same time avoid the most impact on people's lives. After reviewing the mini apartment building, it will report to the superiors on appropriate handling methods in accordance with fire prevention and fighting laws at each stage.

Previously, on the afternoon of September 21, at the online meeting of the third quarter of 2023, between the Standing Committee of the City Party Committee - People's Council - People's Committee with the leaders of districts, towns, Mr. Vo Dang Dung, Chairman of Thanh Xuan District People's Committee, said that the district has established 18 inspection teams to conduct a general inspection and review of mini apartments and houses for rent with many apartments. Through a preliminary review, the district has about 1,900 mini apartments and houses for rent; of which there are about 90 mini apartments...

Up to now, the district has inspected 180 mini apartments and rented houses with the same level as mini apartments. The inspection teams have requested to move all motorbikes and electric bicycles on the first floor out of mini apartments and rented houses and set a target that if all vehicles cannot be moved, 70 to 80% of motorbikes and electric bicycles must be moved, so that if an incident occurs, the level of impact will be reduced because according to statistics, about 90% of fires originate from the first floor.
