On February 19th, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, signed and issued Document No. 451/UBND-BTCD regarding the review and improvement of the effectiveness and quality of citizen reception, petition processing, and complaint and denunciation resolution in the city.

Accordingly, to strengthen state management, further improve the quality and effectiveness of citizen reception work, and promptly and effectively resolve complaints, denunciations, petitions, and feedback from citizens in various sectors and localities, and to limit the situation of citizens filing complaints and submitting petitions to higher levels, the Chairman of the People's Committee of the City requests the Chairmen of the People's Committees of districts, counties, and towns, and the Heads of departments and agencies of the City to direct the inspection and review of the Citizen Reception Board and citizen reception units to ensure that sufficient qualified and ethical officials are assigned to carry out this work according to regulations; review the functions, tasks, and coordination between units in the work of receiving citizens, resolving complaints, denunciations, petitions, and feedback, and providing advice, especially in monitoring, summarizing, inspecting, and urging, ensuring clarity of responsibilities and tasks; Pay attention to arranging facilities and equipment to serve the work of receiving citizens with the spirit of serving the people, ensuring that the requirements of the job are met.

At the same time, seriously organize and effectively carry out the work of compiling, monitoring, and reporting on the situation and results of the tasks assigned by the Chairman of the City People's Committee regarding the resolution of complaints, denunciations, petitions, and feedback; and the tasks assigned in the Decisions on resolving complaints and Conclusions on the content of denunciations issued by the Chairman of the City People's Committee, the Chairmen of the District People's Committees, and the Heads of departments and agencies.

The Chairman of the People's Committee of the City assigned the Office of the People's Committee of the City, in coordination with the City Inspectorate and relevant units, to research and propose to the City People's Committee the establishment of a unified citywide software system for managing petitions, resolving complaints, denunciations, and suggestions, based on the results of the development and implementation of the software system for managing petitions, resolving complaints, denunciations, and suggestions currently being implemented at the City's Citizen Reception Board. This system should ensure system connectivity, build a large database, and guarantee the leadership and direction of the City Party Committee and the People's Committee of the City. A report should be submitted to the City People's Committee in the first quarter of 2024.

The Department of Construction, in collaboration with the Department of Justice and other relevant units, is tasked with reviewing legal documents issued by the State, the Ministry of Construction , the People's Committee of the City, and other relevant units concerning the management and operation of apartment buildings. They will compile current issues and obstacles in management, operation, and handling of violations, especially regarding the resolution of complaints, denunciations, and related disputes. They will then advise the People's Committee of the City on issuing directives for handling and resolving existing and emerging issues, and report to the People's Committee of the City before April 30, 2024.

The Department of Natural Resources and Environment, in coordination with the People's Committees of districts, counties, and towns, is tasked with reviewing and compiling all rural resettlement land allocation projects implemented in the city in accordance with the 1993 Land Law and the 2003 Land Law, but which still have outstanding issues and obstacles. The review should clarify the current situation, difficulties, and obstacles of each project, compile the information, and advise on directing the handling and resolution of these issues definitively. A report should be submitted to the City People's Committee before June 30, 2024.

The Chairman of the City People's Committee also requested the People's Committees of districts, counties, and towns (where the allocation of service land still exists) to develop detailed plans for allocating service land to households, and report to the Standing Committee of the District/County/Town Party Committee for leadership and guidance in organizing implementation, ensuring that this work is basically completed before September 30, 2024. The Department of Natural Resources and Environment is assigned to lead, in coordination with relevant departments and agencies, the guidance, inspection, and supervision of the People's Committees of districts, counties, and towns in implementing the plan; periodically, on a monthly basis, to summarize the situation and results of implementation, advise on resolving difficulties and obstacles, and report to the City People's Committee.
