1 month of operating a 2-level government: Many emotions, but also many problems

Within the framework of the online conference to assess the socio-economic situation, national defense and security in July, and deploy key tasks in August 2025, the Provincial People's Committee held a preliminary review of 1 month of operating the 2-level government.

Reporting on the first month of operating the two-level government, Mr. Do Van Chung, Director of the Department of Home Affairs, said: Implementing the direction of the Chairman of the Provincial People's Committee, the Department of Home Affairs has chaired and coordinated with departments and branches to send civil servants and public employees with experience, expertise, and professionalism to support the strengthening of provincial-level civil servants for commune-level localities with a total of over 250 civil servants and public employees.

On the arrangement and organization of provincial-level public service units

Lam Dong Provincial People's Committee has issued a Decision to receive the status quo of 3 public service units belonging to Binh Thuan and Dak Nong provinces (before the reorganization) under the management of Lam Dong Provincial People's Committee. At the same time, it has submitted a request for opinions from the Provincial Party Standing Committee and the Provincial Party Standing Committee on the establishment of 5 Project Management Boards and a Land Fund Development Center under the Provincial People's Committee.

Department-level public service units: Departments and branches continue to review, arrange and reorganize 271 public service units under the Department to ensure streamlining and no overlapping functions and tasks. For units that have been reorganized, the Department of Home Affairs is assessing the functions, tasks and powers to submit to competent authorities for promulgation according to regulations.

Commune-level public service units: transfer the status quo of 1,374 public service units under the district-level People's Committee to directly under the commune level according to the direction of the Central Government.

For the Associations assigned by the Party and the State, the Central Committee has assigned the Vietnam Fatherland Front Committee to develop a reorganization plan. After the reorganization plan of the Vietnam Fatherland Front Committee of the province is approved by the Standing Committee of the Provincial Party Committee, the Department of Home Affairs will have specific instructions.

For mass organizations, charity funds, and social funds with provincial-level scope of operations, the Department of Home Affairs issued Document No. 144/SNV-TCBC dated July 18, 2025 guiding the arrangement of provincial- and commune-level organizations and funds due to the arrangement of administrative units.

On resolving policies and regimes for cadres, civil servants and public employees

Regarding the settlement of regimes and policies for cadres, civil servants and public employees who have retired according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP (number of people who have retired, number of people whose regimes have been resolved) ; regarding the streamlining of staff according to Decree No. 154/2025/ND-CP, the Provincial People's Committee has resolved the regimes and policies for cadres, civil servants and public employees: 2,003 cases with a budget of VND 1,276,279 million according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP; 146 cases for non-professional workers at the commune level; 7 cases of cadres who were not re-elected, re-appointed and resigned, retired according to their wishes.

Currently, the Department of Home Affairs is receiving and appraising records to resolve policies and regimes for cadres, civil servants and public employees who have left work according to Decrees No. 178/2024/ND-CP, No. 67/2025/ND-CP and No. 154/2025/ND-CP of the Government .

Results of administrative procedure settlement from July 1, 2025 - July 29, 2025:

The provincial specialized agency has received a total of 31,356 administrative procedure (AP) records; of which, 23,361 new records were received, 7,995 records were transferred from the previous period; 17,376 records have been resolved (16,144 records before and on time, reaching 92.91%; 1,232 overdue records, accounting for 7.09%), 13,980 records are in the process of being resolved.

At the commune level: Total number of records processed in the period: 74,563 records; of which: Newly received: 74,561 records; Transferred from the previous period: 2 records; 54,931 records resolved (of which 53,422 records were processed before and on time, reaching 97.25%; 1,509 records were overdue, accounting for 2.75%), within the settlement period: 19,632 records.

The report on the first month of operating the two-level government also pointed out some common difficulties and problems of the commune-level localities, mainly in the mechanisms and institutions in the land sector; the arrangement of cadres and civil servants according to the approved commune-level personnel project, but 7 communes and wards have not yet completed the number of leaders of the People's Council and People's Committee at the commune level according to regulations, specifically: 3 communes have not completed the position of Vice Chairman of the People's Council, 4 communes and wards have not completed the position of Vice Chairman of the People's Committee; the working headquarters of some localities have not met the needs (small area, temporarily arranged at agencies, units, the area of the Public Administration Service Center is small and narrow, not meeting the requirements...); some agency headquarters are old and have not been renovated...

Equipment and machinery serving administrative work (such as computers, printers, scanners, etc.) are old and degraded, not meeting work requirements, especially in handling administrative procedures for people. Some civil servants directly handling administrative procedures do not have digital certificates and cannot sign digitally. Equipment at the Public Administration Service Center specified in Point b, Clause 2, Article 13 of Decree 118/2025/ND-CP is still lacking and has not been equipped, such as: automatic queue number machines connected to the Administrative Procedure Information System; touch screens for organizations and individuals to look up information, administrative procedures, look up results of administrative procedures, and assess people's satisfaction.
