Cooperation in organizing foreign language proficiency exams is the cooperation between educational and training institutions or organizations legally established and operating in the field of education in Vietnam and foreign language proficiency assessment agencies, organizations and facilities legally established and operating abroad.

This cooperation is through a written agreement or association contract to perform one of the following tasks: exam registration, use of location, organization of exams, assessment of foreign language proficiency and issuance of foreign language proficiency certificates in Vietnam.

A foreign language proficiency certificate is a document confirming the results of a foreign language proficiency test issued by a foreign agency, organization, or facility that assesses foreign language proficiency to the test taker. A foreign language proficiency certificate is not a certificate of the national education system.

Previously, the Ministry of Education and Training issued many decisions approving joint organization of English certificate exams between domestic and international units.

Currently, the activity of joint organization of foreign language proficiency certification exams is regulated by the Ministry of Education and Training in Circular No. 11/2022/TT-BGDDT dated July 26, 2022.
