Joint organization of foreign language proficiency certification exams is the cooperation between an educational institution, training institution or organization legally established and operating in the field of education in Vietnam with an agency, organization or facility that assesses foreign language proficiency legally established and operating abroad.

This cooperation is through a written agreement or association contract to carry out one of the following tasks: exam registration, use of location, organization of exams, assessment of foreign language proficiency and issuance of foreign language proficiency certificates in Vietnam.

A foreign language proficiency certificate is a document confirming the results of a foreign language proficiency test issued by a foreign agency, organization, or facility that assesses foreign language proficiency to the test taker. A foreign language proficiency certificate is not a certificate of the national education system.

Previously, the Ministry of Education and Training issued many decisions approving joint organization of English certificate exams between domestic and international units.

Currently, the activity of organizing joint exams to grant foreign language proficiency certificates is regulated by the Ministry of Education and Training in Circular No. 11/2022/TT-BGDDT dated July 26, 2022.
