Specifically, in Decision No. 1141/QD-TTg dated June 13, 2025, the Prime Minister recognized Duc Tho district, Ha Tinh province, to meet advanced new rural standards (NTM) in 2024.
Duc Tho district meets advanced new rural standards
With high determination, efforts, attempts and flexibility in socio -economic development, building advanced new rural areas, Duc Tho district has now made strong progress, achieving important results. Infrastructure and socio-economic facilities have been invested synchronously. The urban and rural areas have many improvements. The economic structure has shifted positively.
In particular, in recent years, Duc Tho district has made a strong breakthrough in agricultural production, when forming and developing an effective production - consumption chain. 100% of communes have production models certified by VietGAP for products identified as key products, with a total area of nearly 257 hectares. Duc Tho district has 33 products meeting OCOP standards of 3 stars or higher.
In 2024, the proportion of industry - handicrafts - trade - services and construction will account for 82.5%, an increase of nearly 30%. The total production value in 2024 will reach nearly 12 trillion VND. Average income per capita will reach 58.54 million VND. The multidimensional poverty rate will decrease rapidly and sustainably, by the end of 2024, the whole district will have only 737 poor households, accounting for 2.34%. The material and spiritual life of the people, health care and education will be taken care of. National defense and security will be firmly consolidated. Social order and safety will be maintained; the appearance of the countryside will be bright, green, clean, beautiful and safe.
During the process of building an advanced new-style rural district, Duc Tho has mobilized nearly 5,000 billion VND. Of which, people contributed and supported over 1,000 billion VND; implemented 802 new construction projects, upgraded roads, schools, medical stations, cultural houses; restored historical and cultural relics; repaired and built new headquarters of People's Committees of communes...

After the process of building the new rural area, the rural appearance in Huong Khe has changed completely, becoming spacious and modern. In particular, the traffic infrastructure is synchronized with 14/14 district roads with a length of 157.1 km invested to meet standards; 79/79 inter-commune roads, commune axes with a length of 178.5/178.5 km; upgrading, repairing, and building 518 classrooms, administrative buildings, and other works to ensure facilities; 47/59 schools are recognized to meet national standards; investing in upgrading and ensuring the safety of 23 dams; building and repairing 20/20 commune cultural houses, 181 village cultural houses, and 110 village sports areas to meet standards....
Agricultural production in the whole district has made a strong shift. The total value of agricultural, forestry and fishery production to date has reached 3,480.34 billion VND, an increase of 17.36% compared to 2020. Small-scale industry, rural trade and services in the district have developed quite well, especially the agricultural processing industry. The district has formed 20 OCOP products; built model new rural residential areas and model gardens with outstanding results with 64.3% of villages meeting standards (129/201 villages), 1,348 model gardens meeting standards.
Huong Khe district has 20/20 communes meeting the new rural standards according to regulations (100%). There are 4 communes meeting the advanced standards (Huong Tra, Huong Trach, Phuc Trach, Phu Gia), reaching 20%, of which Huong Tra commune meets the model standards. Huong Khe town has been recognized as meeting the civilized urban standards.
The Prime Minister assigned the People's Committee of Ha Tinh province to be responsible for announcing and rewarding according to regulations; directed the People's Committees of Duc Tho and Huong Khe districts to continue maintaining and improving the quality of criteria, focusing on economic and environmental criteria to ensure sustainability in new rural construction.
