The Ho Chi Minh City Department of Education and Training has just issued guidelines for collecting and using tuition fees and other revenues; implementing tuition exemption and reduction policies and supporting learning costs from the 2025-2026 school year at public educational institutions in the city.
Regarding tuition fees, the Ho Chi Minh City Department of Education and Training said that the National Assembly has passed a resolution on tuition fee exemption and support, applicable from the 2025-2026 school year. While waiting for the Government to issue a replacement decree, public educational institutions will temporarily not collect tuition fees until the City People's Council issues a resolution regulating the matter.
In addition to tuition fees, parents may have to pay additional fees for services, activities, and educational projects, depending on the level of study.
Regarding educational services and support, the City People's Council has approved 9 revenue items. Of which, the ceiling applied to group 1 (ward area) is as follows:

For group 2, which are students in 54 communes and the Con Dao special zone, the city's ceiling is lower. The Ho Chi Minh City Department of Education and Training said this is the maximum fee. Depending on actual conditions and students' needs, schools can negotiate with parents on a specific fee, but must not exceed the ceiling, and must not increase by more than 15% compared to the previous school year.
Regarding other service revenues in the field of education and training, the Department stipulates that there are 15 revenues, including 10 revenues from school programs and 5 revenues from organizing other services for students, specifically as follows:

The Ho Chi Minh City Department of Education and Training requires schools to inherit from the previous school year, ensuring the principle of collecting enough, spending enough and using it for the right purpose, and being transparent to parents. The collection level must be commensurate with the quality of education and training services. The increase in collection level (if any) must not exceed 15% compared to last year.
According to data released by the Departments at the beginning of the 2024-2025 school year, Ho Chi Minh City currently has 1,707,220 students; Binh Duong has about 520,700 students; and Ba Ria - Vung Tau province has about 300,000 students at all levels.
Thus, after merging 3 localities, Ho Chi Minh City has nearly 2.6 million students, the most in the country at present. Along with that are more than 3,500 schools at all levels from kindergarten to high school.
