2.6 million Techcombank customers successfully verified their biometrics.

According to data from 15 banks with the highest implementation results of Decision 2345 after nearly two weeks of application since July 1st, Techcombank is the leading bank in terms of successful implementation rate with 25.96%.

In particular, the majority of customers perform biometric authentication on the Techcombank Mobile app. Techcombank is a pioneer in complying with and implementing Decision 2345 at the highest and fastest rate.

According to Decision No. 2345/QD-NHNN on the implementation of safety and security solutions in online payments and bank card payments, from July 1st, online transactions on e-banking applications exceeding 10 million VND per transaction or total daily transactions exceeding 20 million VND will require biometric authentication for subsequent transfers within the same day. Transactions under 10 million VND per transaction or total daily transactions not exceeding 20 million VND will be authenticated using Smart OTP codes as usual, without the need for facial recognition. Furthermore, according to Article 2 of Decision 2345, individual customers must also undergo biometric authentication before making their first transaction on the app or before making a transaction on a device other than the one used for the most recent transaction. Pioneering the synchronized implementation of solutions according to Decision 2335, from the beginning of April 2024, Techcombank has been collecting biometric data of customers through chip-embedded citizen identification cards on the Techcombank Mobile application and at Techcombank's transaction counters. As a result, by July 11th, approximately 2.6 million Techcombank customers had successfully verified their identity out of a total of over 9.7 million individual customers, placing the bank at the top in terms of the highest percentage of customers implementing biometric verification, at 25.96%, while the second-ranked bank achieved 23.8%. The Big4 banks ( Vietcombank , BIDV , Agribank , and Vietinbank) have verification rates ranging from only 8% to 13.21% of their total individual customers to date. In terms of absolute numbers of successfully installed customers, the top 3 banks are Techcombank, Vietcombank, and MBBank. A noteworthy figure is that 91.4% of Techcombank customers successfully verified their accounts via the app, with only a very small percentage requiring in-person verification. Meanwhile, according to data published by the State Bank of Vietnam, some banks have a counter verification rate of nearly 85%. Investing heavily in advanced anti-deepfake technology: According to Techcombank representatives, most customers who regularly conduct transactions worth over 10 million VND at the bank have successfully completed biometric verification. This early achievement is thanks to the bank's pioneering and comprehensive implementation of solutions in accordance with Decision 2335 from a very early stage. Revealing the preparation process for the launch of Campaign 2345, Mr. Pranav Seth, Director of Digital Transformation at Techcombank, shared: Techcombank has assembled a large project team, with over 60 experts in UX, product management, technology development, customer communication, risk management… "We have studied more than 200 different mobile phone models with NFC (Near Field Communication) capabilities to prepare customer guidance in various visual communication formats, from animation, video, email to other promotional information… In addition, Techcombank conducted more than 40 hours of training for each of its 5,000 employees working directly with customers starting in February 2024." Furthermore, the bank utilizes modern data analytics tools to categorize its digitized customer list into over 50 groups based on location, device type, usage frequency, payment habits, etc. This allows for personalized messages guiding customers through biometric setup at various touchpoints, from branches and call centers to customer service representatives, social media posts, emails, and in-app messages. On peak days of biometric transaction rollout, Techcombank leveraged its cloud infrastructure to enhance customer service capabilities and avoid unwanted disruptions. This, combined with Techcombank's significant investment in its digital platform over the years, its leading role in digital technology application, and its customer-centric strategy, has improved product and service quality, providing users with optimal, convenient, and secure experiences. According to Mr. Pranav, Techcombank also invests heavily in security technology: using biometric authentication combined with other layers of protection including application shielding (to detect emulators), FIDO, advanced anti-deepfake technology (checking the vibrancy of the flash)...
To perform initial biometric verification according to Decision No. 2345 of the State Bank of Vietnam on implementing safe and secure solutions in online payments and bank card payments on banking applications, users need to log into the application, select the "Update Information" feature (the name may vary for each banking application). Then, scan the face; take photos of the front and back of the Citizen Identification Card (CCCD); scan the information from the chip-embedded CCCD into the NFC reader on the phone to transmit data. Finally, confirm the information and authenticate with the OTP to complete the data update.
