Speaking at the ceremony, Colonel Phan Hong Lam, Superintendent of Thu Duc Prison, congratulated the inmates on receiving the leniency policy of the Party and the State, and expressed his hope that those granted amnesty would cherish the opportunity to rebuild their lives, strive to work and study, and live responsibly towards their families and society.

On behalf of the Central Public Security Party Committee, the leadership of the Ministry of Public Security , and the Ministry of Public Security's Amnesty Steering Committee, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, affirmed that amnesty is a particularly humane and compassionate policy of the Party and State towards those who have committed crimes but have repented and shown progress in their rehabilitation. According to the President's decision, in 2026, 9,950 prisoners nationwide will be granted early release through amnesty; Thu Duc Prison alone will have 395 prisoners, placing it among the detention facilities with the highest number of amnesties nationwide.

General Le Van Tuyen requested that all levels, sectors, local authorities, businesses, and the community continue to pay attention to and support those granted amnesty in reintegrating into society, creating opportunities for vocational training, employment, and access to loans to stabilize their lives and reduce recidivism. He also expressed his hope that the pardoned prisoners would build upon the results of their rehabilitation, overcome feelings of shame, live and work honestly, and become useful citizens for their families and society.
