80 wards in Ho Chi Minh City are subject to merger

From now until 2030, the city has 80 wards to be rearranged, belonging to districts 3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap, Phu Nhuan.

The content is stated in the report of the Ho Chi Minh City People's Committee just sent to the Ministry of Home Affairs on the overall plan to arrange administrative units at district and commune levels in the period of 2023-2030. Accordingly, the city has 129 communes, wards and towns subject to arrangement, but there are 49 special units so they do not need to be merged.

Regulations of the Standing Committee of the National Assembly , wards (belonging to districts) have a population of 15,000 people or more; an area of ​​5.5 km2 or more; communes have a population of 5,000 to 8,000 people or more, an area of ​​30 km2. Units that do not meet these two criteria must be reorganized.

Thus, District 3 has four wards that must be arranged: 9 merged with 10 to form Ward 9; 12 merged with 13 to form Ward 12.

District 4 has six wards to be merged: 6 with 9; 8 and 10; 14 with 15, to become wards 9, 8 and 15.

District 5 has eight wards that need to be rearranged, including 2 with 3; 5 and 6; 7 merged with 8; 10 and 11, to form wards 2, 5, 7, 11.

District 6 has 11 wards that must be merged, including: 2, 6 and part of ward 5 to become ward 2; 1 merged with 3, 4 to become ward 1; 9 merged with part of ward 5 to become ward 9; 11 merged with part of ward 10 to become ward 11; 14 and part of ward 13 to become ward 14.

District 8 has wards 1, 2, 3 merged into Rach Ong ward; 8, 9, 10 into Hung Phu ward; 11, 12, 13 into Xom Cui ward.

District 10 merged wards 6 and 7 into ward 6; wards 5 and 8 into ward 8; 10 and 11 into ward 10.

District 11 has 11 wards, including 1 and 2 becoming ward 1; 4, 6 and 7 becoming ward 7; 8 with 12 becoming ward 8; 9 and 10 becoming ward 10; 11 with 13 becoming ward 11.

Binh Thanh has 13 wards that must be arranged: 1 and 3 to become ward 1; 5 and part of ward 6 to become ward 5; 7 and part of ward 6 to become ward 7; 11 with part of ward 13 to become ward 11; 2 and 15 to become ward 15; 19 and 21 to become ward 19; 14 and 24 to become ward 24.

Go Vap merged wards 1, 4, 7 into ward 1; 8 and 9 into ward 8; 14 with part of ward 13 into ward 14; 15 with part of ward 13 into ward 15.

Phu Nhuan merged 3 and 4 into ward 4; 15 and 17 into ward 15.

According to the Ho Chi Minh City People's Committee, after the arrangement of 80 wards in 10 districts, 38 new wards will be formed, reducing 39 wards. Of which, the majority will merge two wards into one new ward, there are 7 cases of merging into three wards or part of an old ward forming a new ward. There are 9 wards that must adjust their boundaries.

All new wards meet population size standards. 12/38 new wards have a population size of over 45,000 people, reaching over 300% of the standard, but the area after rearrangement still does not meet the regulations.

Also in this report, Ho Chi Minh City proposed that due to special factors, from now until 2030, districts in the city will not be subject to rearrangement . This is to ensure political and social stability, economic development, "without causing major disruption".

For example, administrative units with stable boundaries and since Decision No. 300 of the Ho Chi Minh City People's Committee on adjusting the city to three levels has not changed or been adjusted, are not required to be reorganized.

In addition, districts with stable economic, cultural and social activities and annual budget revenue of VND 1,000 billion or more are not required to carry out the arrangement, which is also applied by Ho Chi Minh City.

According to this criterion, district-level administrative units of Ho Chi Minh City achieve higher annual budget revenue targets than some provinces. For example, District 1 collected nearly 43,000 billion VND in budget revenue in 2022, District 3 nearly 5,900 billion VND, District 10 over 2,300 billion VND. Meanwhile, Ha Giang province collected more than 2,200 billion VND in 2022, while Cao Bang collected more than 1,500 billion VND.

From 1975 to present, Ho Chi Minh City has undergone 7 separations and mergers of administrative units, the latest being the merger of Districts 2, 9, Thu Duc and 19 wards at the end of 2020.

The arrangement of district and commune administrative units is carried out according to National Assembly resolutions. According to data from 63 localities in July, in the 2023-2025 period, about 33 districts and more than 1,300 communes will be subject to compulsory arrangement.
