80 wards in Ho Chi Minh City are subject to merger.

Between now and 2030, the city has 80 wards that need to be reorganized, located in districts 3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap, and Phu Nhuan.

The content of the submission from the Ho Chi Minh City People's Committee to the Ministry of Interior regarding the overall plan for rearranging administrative units at the district and commune levels for the period 2023-2030 states that the city has 129 communes, wards, and towns subject to rearrangement, but 49 units with special characteristics do not need to be merged.

According to regulations of the Standing Committee of the National Assembly , wards (within districts) must have a population of 15,000 or more and an area of ​​5.5 km2 or more; communes must have a population of 5,000 to 8,000 or more and an area of ​​30 km2 or more. Units that do not meet these two criteria must be reorganized.

Therefore, District 3 has four wards that need to be reorganized: Ward 9 will merge with Ward 10 to form Ward 9; and Ward 12 will merge with Ward 13 to form Ward 12.

District 4 has six wards that need to be merged: 6 with 9; 8 and 10; 14 with 15, into wards 9, 8, and 15.

District 5 has eight wards that need to be reorganized, including wards 2 and 3; 5 and 6; 7 merged with 8; and 10 and 11, forming wards 2, 5, 7, and 11.

District 6 has 11 wards that need to be merged: Wards 2, 6, and part of Ward 5 will be merged into Ward 2; Ward 1 will be merged with Wards 3 and 4 into Ward 1; Ward 9 will be merged with part of Ward 5 into Ward 9; Ward 11 will be merged with part of Ward 10 into Ward 11; and Ward 14 and part of Ward 13 will be merged into Ward 14.

In District 8, wards 1, 2, and 3 were merged into Rach Ong ward; wards 8, 9, and 10 were merged into Hung Phu ward; and wards 11, 12, and 13 were merged into Xom Cui ward.

District 10 merged wards 6 and 7 into ward 6; 5 and 8 into ward 8; and 10 and 11 into ward 10.

District 11 has 11 wards, including wards 1 and 2 merging into ward 1; wards 4, 6 and 7 merging into ward 7; wards 8 and 12 merging into ward 8; wards 9 and 10 merging into ward 10; and wards 11 and 13 merging into ward 11.

Binh Thanh district has 13 wards that need to be reorganized: Wards 1 and 3 will become Ward 1; Wards 5 and part of Ward 6 will become Ward 5; Wards 7 and part of Ward 6 will become Ward 7; Wards 11 and part of Ward 13 will become Ward 11; Wards 2 and 15 will become Ward 15; Wards 19 and 21 will become Ward 19; and Wards 14 and 24 will become Ward 24.

Go Vap merged wards 1, 4, and 7 into ward 1; wards 8 and 9 into ward 8; ward 14 with a part of ward 13 into ward 14; and ward 15 with a part of ward 13 into ward 15.

Phu Nhuan merged wards 3 and 4 into ward 4; and wards 15 and 17 into ward 15.

According to the Ho Chi Minh City People's Committee, after the reorganization, 38 new wards will be formed from 80 wards in 10 districts, reducing the total number of wards by 39. The majority of these wards will be formed by merging two wards into one, with 7 cases involving the merging of three wards or the formation of new wards from parts of existing wards. Nine wards will require boundary adjustments.

All the newly formed wards meet the population size standards; 12 out of 38 new wards have a population of over 45,000 people, exceeding the standard by over 300%, but the area after reorganization still falls short of the regulations.

Also in this proposal, Ho Chi Minh City suggested that, due to specific factors, the districts and counties in the city should not be subject to restructuring from now until 2030. This is to ensure political and social stability, economic development, and "avoid major disruptions".

For example, administrative units with stable boundaries, and which have remained unchanged or unadjusted since the issuance of Decision No. 300 by the Ho Chi Minh City People's Committee on adjusting the city to three levels, are not required to undergo reorganization.

In addition, districts and counties with stable economic, cultural, and social development, and annual budget revenue of 1,000 billion VND or more are not required to undergo restructuring, a policy also applied by Ho Chi Minh City.

According to this criterion, the district-level administrative units of Ho Chi Minh City achieved higher annual budget revenue targets than some provinces. For example, District 1 collected nearly 43,000 billion VND in 2022, District 3 nearly 5,900 billion VND, and District 10 over 2,300 billion VND. Meanwhile, Ha Giang province collected over 2,200 billion VND in 2022, and Cao Bang province collected over 1,500 billion VND.

From 1975 to the present, Ho Chi Minh City has undergone 7 administrative unit divisions and mergers, most recently the merger of Districts 2, 9, and Thu Duc and 19 wards at the end of 2020.

The reorganization of district and commune administrative units is being carried out in accordance with National Assembly resolutions. According to data from 63 localities in July, the period 2023-2025 will see the mandatory reorganization of approximately 33 districts and over 1,300 communes.
