2024 is a year of acceleration and breakthrough, which is of special significance in successfully implementing the 5-year Socio-Economic Development Plan 2021-2025. However, the world situation continues to have many complicated developments, global economic growth, trade and investment continue to slow down. Domestically, there are basic advantages, but the economy continues to suffer "double impacts" from unfavorable external factors and internal limitations.

Bac Ninh's economy has a high openness while its internal capacity is still low, and it is greatly affected by external factors; the real estate market is facing difficulties; some comparative advantages are gradually decreasing in importance; environmental pollution, land costs, and business investment are increasing; budget revenue from land use rights auctions, environmental taxes, and difficult site clearance are challenges to development.

However, with high determination in leadership and management, based on the Conclusions and Resolutions of the Party Central Committee, the National Assembly, the Government, the Provincial Party Committee, and the Provincial People's Council, Bac Ninh focuses on resolutely implementing the proposed 2024 Working Theme.

In the first 9 months of 2024, the socio-economic development management of Bac Ninh province has achieved outstanding results:

Focus on effectively implementing the Resolutions and Conclusions of the Politburo, the Central Committee, the National Assembly, the Government and the Provincial Party Committee and the Provincial People's Council on the main tasks and solutions for socio-economic development and improving the business environment, enhancing competitiveness in 2023. Promptly issue Directive No. 01/CT-UBND dated January 9, 2024, Directive No. 02/CT-UBND dated January 9, 2024, the Quarterly Socio-Economic Management Plan and many documents directing the synchronous implementation of development solutions.

Economic growth has improved, GRDP in the first 9 months of the year is expected to increase by 3.55% over the same period in 2023; of which, the industrial - construction sector increased by 2.77%; the service sector increased by 6.78%; the agriculture, forestry and fishery sector increased by 2.52%; product tax increased by 1.46%.

The index of industrial production (IIP) for the whole industry grew positively by 8.1% over the same period; trade and service activities developed well, retail sales of goods and services increased by 8.9%, transportation revenue increased by 28.5%. State budget revenue increased by 21.5%, tourism revenue increased by 48%.

Trade and service activities were vibrant and achieved high growth. Since the beginning of the year, total retail sales of goods and service revenue are estimated at VND 66,524 billion, up 8.9% over the same period in 2023; of which, retail sales of goods were VND 49,443 billion, up 6.2%; revenue from accommodation and catering activities was VND 6,155 billion, up 6.2%; service revenue was VND 10,529 billion, up 22.6%.

Import-export activities decreased, total import-export turnover is estimated at 55.2 billion USD, down 1.3% over the same period in 2023, reaching 72.8% of the plan; of which, export is estimated at 29.8 billion USD, down 2.3%; import is estimated at 25.4 billion USD, equivalent to the same period in 2023.

Foreign affairs and cooperation activities with localities and units continue to be promoted, enhancing the position of the province: Working delegations of provincial leaders carry out investment promotion, seek development cooperation opportunities in many countries; organize receptions and work with working delegations of countries, foreign enterprises visiting and exploring investment opportunities in Bac Ninh.

Accordingly, the Provincial leaders met with Samsung Vietnam, typical Chinese, Taiwanese (China), Japanese, and Vietnamese enterprises; visited and worked with Canon Vietnam Co., Ltd., Goertek Vina Co., Ltd. to share and resolve difficulties and recommendations. Foreign direct investment (FDI) attraction in the first months of 2024 ranked first in the country in terms of total newly granted and adjusted capital, increasing 1.5 times over the same period in terms of number of projects; domestic investment attraction increased 2.5 times over the same period in terms of number of projects; newly established enterprises increased by 12.2%.

The good recovery of production and business activities has significantly contributed to the state budget revenue. The state budget revenue in the first 9 months of 2024 is estimated at VND 24,354 billion, reaching 78% of the estimate, up 20.5% over the same period in 2023; of which: domestic revenue is VND 17,812 billion, reaching 73.5% of the estimate, up 18.3%. Local budget expenditure in the first 9 months of 2024 is estimated at VND 11,424 billion, reaching 54.1% of the estimate, up 10.6% over the same period, of which: development investment expenditure is VND 4,808 billion, reaching 63.8% of the estimate, up 0.9%.

Monetary, credit and banking activities remain stable. Total mobilized capital is estimated at VND 220 trillion, up 1.3% over the same period in 2023; outstanding loans are estimated at VND 177 trillion, up 13%. As of September 4, 2024, bad debt accounted for 1.35% of total outstanding loans.

Cultural, artistic, physical training and sports activities are organized in a diverse and effective manner, meeting the people's need for spiritual and cultural enjoyment; promptly serving the province's political tasks. Determined to well implement the 2024 working theme on "building the culture and people of Bac Ninh - Kinh Bac, meeting the requirements of sustainable development". Strengthening the management and organization of cultural, sports, tourism and festival activities to celebrate the Spring of Giap Thin in 2024. Organizing Quan Ho folk song singing programs on boats at Nguyen Phi Y Lan Lake and Vua Ba Lake to serve the people and tourists from all directions.

Continue to organize traditional folk art performance tourism activities, introduce traditional craft village products at relics, tourist attractions, and festival sites in the province. Prepare conditions to organize the exhibition area "Bac Ninh cultural and tourism space in the heart of Hanoi" within the framework of the program "Local cultural and tourism festival" in 2024 at the Vietnam Ethnic Culture and Tourism Village. Tourism revenue is estimated at 1,487 billion VND, up 48% over the same period in 2023; total number of visitors is estimated at 2,025 thousand, up 50%.

Continue to maintain and develop the mass physical education and sports movement. The national high school excellent student selection exam for the 2023-2024 school year ranked first in the country in terms of the percentage of candidates winning first prizes and second in the country in terms of the percentage of candidates winning prizes. Notably, in the 2024 regional and international Olympic exams, Bac Ninh province had 3 students competing, of which 1 student won the Gold Medal at the International Chemistry Olympiad; 1 student won the Bronze Medal at the International Mathematics Olympiad; 1 student won the Bronze Medal at the 2024 European Physics Olympiad.
