The Ministry of Education and Training also notes to candidates that for high school educational institutions that change administrative boundaries, relocate or change administrative levels, policies leading to changes in regional priority levels, each stage enjoys a different priority level, the educational institution will be assigned a different educational institution code along with an appropriate regional priority level. Candidates should base on the time of study at the high school educational institution to choose and fill in the correct educational institution code according to the stages to enjoy the correct regional priority level.

For example, Nguyen Dinh Lien High School before 2013 was located in Cam Huy commune (Cam Xuyen district, Ha Tinh province) in Zone 2-NT, since 2014 the school moved to Cam Duong commune (Cam Xuyen district, Ha Tinh province) in Zone 1. So this school will be assigned 2 different codes: Code 068 - assigned to the school in the period from 2013 onwards; Code 053 - for the period from 2014 to present. If a candidate studied at this school from 2013 to 2015, grade 10 will declare the school code 068, and grades 11 and 12 will declare the school code 053.

Regarding the documents to enjoy priority according to the subject, candidates declare on the System the permanent residence time of over 18 months in region 1 or/and permanent residence of over 18 months in a particularly difficult commune during the time of studying high school or intermediate school (list of difficult communes, particularly difficult communes prescribed by the Ministry of Education and Training).

Candidates need to upload the evidence to enjoy priority according to the regulations (in the table above) to the System. At the same time, candidates must present the original of the above documents for training institutions to compare when completing admission procedures.
