Ensuring effective enforcement of the law.

In 2025, especially after July 1st, Ca Mau province will focus on enhancing the role and responsibility of local authorities in law enforcement and administrative reform. The province will promote capacity building for officials, the application of technology, administrative procedure reform, and increased accountability in law enforcement. This will ensure effective law enforcement in daily life and strict state management.

Monitoring the implementation of laws.

The Chairman of the Provincial People's Committee issues plans to monitor the implementation of laws, deploy solutions to improve the Administrative Reform Index, and establish a Task Force to inspect the situation of law enforcement in 2025. The receipt and processing of requests regarding legal documents are carried out through the Information System; monthly reports on the results of this work are submitted to the Ministry of Justice as prescribed.

In accordance with Plan No. 025/KH-UBND dated July 25, 2025, issued by the Chairman of the Provincial People's Committee on the inspection of administrative reform work in 2025, periodic and unscheduled inspections were conducted with provincial-level units and 16 commune-level units. The results showed that most units performed well in publicizing administrative procedures, reviewing and proposing simplification of procedures, and exceeding targets for the percentage of applications processed through online public services, online payment applications, and digitization of administrative procedure processing results.

For example, in the field of land, one of the areas of greatest concern to the people, an inspection of the process of extracting cadastral maps and surveying land parcels at the Ngoc Hien, Tran Van Thoi, and Dam Doi branches of the Land Registration Office showed that all files had a receipt and a scheduled date for results. Most files were processed on time or ahead of schedule, and the majority of people were satisfied with the service.

The Chairman of the Provincial People's Committee approved the plan for investigating and surveying the situation of law enforcement in the following areas: food safety; prevention and control of illegal, unreported, and unregulated (IUU) fishing; issuance of land use right certificates, land reclamation, and enforcement of laws on forest allocation and conversion of forest land use.

The province also directed the Department of Justice to coordinate with Ca Mau Newspaper and radio and television to publicize the monitoring of law enforcement, and simultaneously issued guiding documents for agencies to organize inspections and surveys to raise legal awareness and compliance among officials and citizens.

Enhancing the responsibility of local governments.

To date, the compliance with the law by agencies and organizations in the province has been carried out seriously and in accordance with regulations; ensuring sufficient human resources, funding, and facilities for law enforcement work.

The application of legal documents by state agencies and competent authorities in Ca Mau province ensures timeliness, completeness, accuracy, and consistency with the central government's legal document system. Agencies, departments, and localities also promptly review, identify, and propose amendments and additions to inappropriate, overlapping, or contradictory regulations to ensure consistent, effective, and efficient application of legal documents.

The provincial steering committee for law enforcement holds regular meetings to promptly assess the situation and resolve difficulties and obstacles.

Local authorities are increasingly taking responsibility in organizing, disseminating, and supervising the implementation of the Constitution, laws, state legal documents, and resolutions of People's Councils and People's Committees at all levels, thereby achieving higher efficiency. The handling of administrative procedures within their jurisdiction is ensured to be quick, open, transparent, and in accordance with the law, creating favorable conditions for organizations, individuals, and businesses.

Mr. Truong Hoang Lil, Chairman of the People's Committee of Vinh Thanh Commune, said: “ The commune pays great attention to directing the implementation of the law, especially after the establishment of a two-tiered local government system. This includes the timely and serious implementation of legal documents and directives from higher levels, as well as the rapid dissemination of laws to the people. At the same time, we monitor, inspect, and urge compliance with the law, promptly detecting, handling, or recommending solutions to problems and violations, thereby ensuring that the law is implemented uniformly, effectively, and in line with the practical situation at the grassroots level.”

Mr. Lil further informed that the commune's specialized officials regularly receive training to improve their capacity to access new policies and laws; strengthen coordination with relevant agencies, especially with the specialized department of the Department of Justice in providing professional support related to law enforcement control, promptly reporting and resolving difficulties.
