Monitoring the implementation of laws.

The Chairman of the Provincial People's Committee issues plans to monitor the implementation of laws, deploy solutions to improve the Administrative Reform Index, and establish a Task Force to inspect the situation of law enforcement in 2025. The receipt and processing of requests regarding legal documents are carried out through the Information System; monthly reports on the results of this work are submitted to the Ministry of Justice as prescribed.

In accordance with Plan No. 025/KH-UBND dated July 25, 2025, issued by the Chairman of the Provincial People's Committee on the inspection of administrative reform work in 2025, periodic and unscheduled inspections were conducted with provincial-level units and 16 commune-level units. The results showed that most units performed well in publicizing administrative procedures, reviewing and proposing simplification of procedures, and exceeding targets for the percentage of applications processed through online public services, online payment applications, and digitization of administrative procedure processing results.

For example, in the field of land, one of the areas of greatest concern to the people, an inspection of the process of extracting cadastral maps and surveying land parcels at the Ngoc Hien, Tran Van Thoi, and Dam Doi branches of the Land Registration Office showed that all files had a receipt and a scheduled date for results. Most files were processed on time or ahead of schedule, and the majority of people were satisfied with the service.

The Chairman of the Provincial People's Committee approved the plan for investigating and surveying the situation of law enforcement in the following areas: food safety; prevention and control of illegal, unreported, and unregulated (IUU) fishing; issuance of land use right certificates, land reclamation, and enforcement of laws on forest allocation and conversion of forest land use.
