Specifically, the People's Committee of An Giang province decided to supplement the 2025 budget for the People's Committees of communes, wards, and special zones, an amount of more than 491 billion VND to implement the policy of giving gifts to the People, on the occasion of the 80th anniversary of the August Revolution and National Day September 2 from the targeted additional source from the central budget to the local budget according to Decision No. 1867/QD-TTg, dated August 29, 2025 of the Prime Minister .
The People's Committee of An Giang province assigned the State Treasury of Region XX to direct its affiliated transaction offices to coordinate with the People's Committees of communes, wards and special zones to promptly implement gift giving to the people according to the direction of the Central Government.
Assign the Provincial Police to direct the Police of communes, wards, and special zones to coordinate with the People's Committees of communes, wards, and special zones to promptly implement gift giving to people, ensuring the right recipients, safety, and no duplication.
The Chairman of the Provincial People's Committee requested the People's Committees of communes, wards and special zones to proactively coordinate with the police of communes, wards and special zones to give gifts to people according to the instructions of the Ministry of Finance in Official Dispatch No. 13578/BTC-NSNN dated August 29, 2025 to ensure timeliness, publicity, transparency, and correct recipients, and to avoid loss and negativity.
In case the actual funding demand is higher than the additional funding source, the People's Committees of communes, wards and special zones shall report to the Department of Finance for synthesis and consultation with the Provincial People's Committee for handling. If there is excess funding, it shall be returned to the provincial budget according to regulations.
After completing the gift giving, the People's Committees of communes, wards and special zones shall report to the Department of Finance before September 25, 2025, so that the Department of Finance can synthesize and report to the Ministry of Finance and the Ministry of Public Security according to regulations.
