Attending the meeting were Party Central Committee members: Tran Hong Ha, Deputy Prime Minister; Le Khanh Hai, Head of the Office of the President ; General Nguyen Tan Cuong, Standing Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; Lai Xuan Mon, Deputy Head of the Central Propaganda Department; Doan Minh Huan, Secretary of the Ninh Binh Provincial Party Committee.

Also attending were Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, Lieutenant General Do Xuan Tung, Deputy Director of the General Department of Politics of the Vietnam People's Army.
