Ba Ria - Vung Tau: Rearranging 30 commune-level administrative units

Ba Ria - Vung Tau province has agreed to choose a plan to rearrange and reorganize commune-level administrative units, accordingly the whole province will reduce from 77 to 30 units, in order to streamline the apparatus, improve management efficiency and serve the people.

Ba Ria - Vung Tau province has agreed to choose a plan to rearrange and reorganize commune-level administrative units from 77 to 30 units.

The Executive Committee of the Party Committee of Ba Ria - Vung Tau province held a conference to review, give opinions and agree to choose option 1 out of 3 options for rearranging commune-level administrative units. Accordingly, the whole province will reduce from 77 to 30 commune-level administrative units, including 11 wards, 18 communes and 1 Con Dao special zone, a reduction of 61.05% compared to the present. The rearrangement aims to streamline the apparatus, improve the effectiveness and efficiency of grassroots government operations and better serve the people.

Specifically, in Vung Tau City, Vung Tau Ward will be established on the basis of merging Wards 1, 2, 3, 4, 5, Thang Nhi and Thang Tam, with the expected headquarters located at the People's Committee of Vung Tau City. Tam Thang Ward will be established from Wards 7, 8, 9 and Nguyen An Ninh, with its headquarters located at the People's Committee of Nguyen An Ninh Ward. Rach Dua Ward will be established on the basis of merging Wards 10, Thang Nhat and Rach Dua, with its headquarters located at the People's Committee of Ward 10. Phuoc Thang Ward will be formed from the merger of Wards 11 and 12, with its headquarters located at the People's Committee of Ward 12. Long Son Commune will remain the same because it has met the standards for area and population.

In Ba Ria City, Ba Ria Ward will be established from Phuoc Trung, Phuoc Nguyen, Long Toan and Phuoc Hung Wards, with headquarters located at the People's Committee of Ba Ria City. Long Huong Ward will be established on the basis of merging Kim Dinh Ward, Long Huong Ward and Tan Hung Commune, with the expected working headquarters at the People's Committee of Kim Dinh Ward. Tam Long Ward will include Long Tam Ward and Hoa Long and Long Phuoc Communes, with the working headquarters at the People's Committee of Hoa Long Commune.

Phu My Ward will be established from My Xuan and Phu My wards, headquartered at Phu My City People's Committee.

Phu My City will be reorganized into 5 commune-level administrative units. Of which, Phu My Ward will be established from My Xuan Ward and Phu My Ward, headquartered at Phu My City People's Committee. Tan Thanh Ward will be established from Hac Dich Ward and Song Xoai Commune, headquartered at Hac Dich Ward People's Committee. Tan Phuoc Ward will be formed from Tan Phuoc and Phuoc Hoa Wards, headquartered at Phuoc Hoa Ward People's Committee. Tan Hai Ward will be established from Tan Hoa and Tan Hai Wards, headquartered at Tan Hai Ward People's Committee. Chau Pha Commune will be established from Toc Tien and Chau Pha Communes, headquartered at Chau Pha Commune People's Committee.

Chau Duc district will be reorganized from 16 to 6 commune-level units. In particular, Ngai Giao commune will be established on the basis of merging Binh Ba commune, Suoi Nghe commune and Ngai Giao town, with its headquarters located at Chau Duc district People's Committee. Binh Gia commune will be established from Binh Gia, Binh Trung and Quang Thanh communes, with its headquarters at Binh Gia commune People's Committee. Kim Long commune will include Bau Chinh, Lang Lon communes and Kim Long town, with its headquarters at Kim Long town People's Committee. Chau Duc commune will include Cu Bi and Xa Bang communes, with its headquarters located at Xa Bang commune People's Committee. Xuan Son commune will be established from Suoi Rao, Xuan Son and Son Binh communes, with its headquarters at Xuan Son commune People's Committee. Nghia Thanh commune will be established from Da Bac and Nghia Thanh communes, with its headquarters at Nghia Thanh commune People's Committee.

In Xuyen Moc district, after the reorganization, there will be 6 communes left. Of which, Hoa Hiep commune and Binh Chau commune will be kept intact because they have met the standard in terms of scale. The remaining units include Ho Tram commune, established from Phuoc Buu town and Phuoc Thuan and Phuoc Tan communes, with the headquarters expected to be located at the People's Committee of Xuyen Moc district. Xuyen Moc commune is from Bung Rieng, Bong Trang and Xuyen Moc communes, with the headquarters located at Bong Trang commune People's Committee. Hoa Hoi commune is from Hoa Hoi, Hoa Hung and Hoa Binh communes, with the headquarters located at Hoa Binh commune People's Committee. Bau Lam commune is established from Tan Lam and Bau Lam, with the headquarters located at Bau Lam commune People's Committee.

Dat Do Commune was established from the communes of Phuoc Long Tho, Long Tan, Lang Dai and Dat Do town, with its headquarters located at the Long Dat District Administrative Center.

Long Dat district will also be reorganized into 4 communes. Dat Do commune is established from Phuoc Long Tho, Long Tan, Lang Dai communes and Dat Do town, with its headquarters located at the Long Dat District Administrative Center. Long Hai commune includes Phuoc Tinh, Phuoc Hung communes and Long Hai town, with its headquarters at the Long Hai town People's Committee. Long Dien commune includes Tam An commune and Long Dien town, with its headquarters at the old Long Dien district People's Committee. Phuoc Hai commune is established from Phuoc Hoi commune and Phuoc Hai town, with its headquarters at the Phuoc Hoi commune People's Committee.

Con Dao district alone will be organized into Con Dao special zone, with the working headquarters remaining at the existing district People's Committee.

The time for collecting opinions from household representatives is set from April 17 to 19, 2025. On the afternoon of April 15, the Provincial People's Committee issued a detailed plan of instructions for localities to carry out the work of collecting opinions, ensuring compliance with regulations and progress.

According to Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Pham Viet Thanh, the arrangement of communal-level administrative units is a major policy, of great significance in the process of reforming the state apparatus. He requested members of the Provincial Party Executive Committee and leaders of districts and cities to actively propagate and explain clearly to the people about the arrangement plan, especially the new name and the location of the office after the arrangement, in order to create high consensus and unity among the people.

Secretary of the Provincial Party Committee Pham Viet Thanh also affirmed that the arrangement of administrative units at the commune level is not only a practical requirement but also a breakthrough in organizing the local government model, contributing to improving the effectiveness and efficiency of the grassroots political system. The Provincial Party Committee assigned responsibilities to members of the Standing Committee, heads of agencies, units and localities to seriously organize the implementation, ensuring the progress, procedures and requirements set out.
