Regarding inland irrigation infrastructure, the district's policy focuses on implementing a comprehensive, multi-purpose approach, with a focus on upgrading and expanding the canal system to meet the production needs of the people. To develop rural roads and inland irrigation systems in the area, in addition to support funds from the central and provincial governments, the district also proactively calls for and mobilizes investment capital from units and businesses located in the area to build, upgrade, and expand. Although it is a mountainous district with many difficulties and over 90% of its population being ethnic minorities, the flexible and diverse approach in propaganda and collaborative efforts in building welfare projects has been widely embraced by the people, creating a widespread impact throughout the community. For example, in Phuoc Chinh commune, based on the planning of rural transportation infrastructure and irrigation in the new rural development project, in addition to state support funds, the locality actively mobilized people to work together to shorten the time to complete these two criteria. Ms. Chamaléa Thi Nhan, Party Secretary and Head of the Management Board of Suoi Kho village, shared: Through propaganda and mobilization, people have realized that building roads and canals benefits the entire village, so they have shown great support. To date, people have voluntarily contributed money and hundreds of days of labor to concrete more than 2.3km of rural roads, reinforce nearly 1km of irrigation canals and other social welfare works.
During the period 2020-2025, Bac Ai district mobilized over 3,384 billion VND to invest in infrastructure. This included the construction and upgrading of over 64km of rural roads, costing 211 billion VND, bringing the rate of paved rural roads in the district to 100%. In addition, the irrigation system was invested in quite comprehensively, with 5 freshwater reservoirs with a designed capacity of 302 million m3, and a system of secondary, tertiary, and upgraded canals totaling over 138km in length; contributing to stable irrigation water for 12,700 hectares of crops.
Comrade Ngo Thanh Lam, Vice Chairman of the People's Committee of Bac Ai District, said: Through the review, the locality has completed the criteria for transportation and irrigation in the construction of new rural areas. After the roads and irrigation works are completed and put into use, the district directs specialized departments and communes to develop management regulations; at the same time, a portion of the budget is allocated annually for maintenance and repair, ensuring effective operation and long-term use.
