There is only about 1 week left until the 2-level local government model officially comes into operation. Currently, at the functional departments and transaction offices of the State Treasury in Region XIII, the working atmosphere of civil servants and employees is very urgent to promptly meet the payment and settlement needs of the units using the State budget. All units using the State budget conduct transactions through the State Treasury's Online Public Service Portal (except for armed forces units as prescribed).

According to the report of the State Treasury of Region XIII, from the beginning of June until now, in order to serve the policy of arranging and operating the two-level government, the functional departments and transaction offices have received and processed more than 87,910 documents; on average, the transaction office receives 3,996 documents/day, nearly double the normal day. The functional departments and transaction offices have been proactively coordinating and supporting the units receiving the district-level budget and the pre-merger commune-level units to pay salaries, which are salary-related, for June and finalize the data on the portion of the budget used from the beginning of 2025 to June 10; pay the regimes and policies before July 1. At the same time, functional departments and transaction offices guide units using the State budget to register for new budget relationship unit codes according to regulations to ensure the operation of new commune-level administrative units is continuous, smooth and timely.

Although the management area is large and the volume of documents is large, the delivery and processing of documents between the treasury unit and customers is always guaranteed to be quick, timely and accurate. To support units using the State budget in payment and settlement before the end of district-level activities and to arrange commune-level administrative units, the functional departments and transaction offices have encouraged civil servants of the entire unit to strive to complete their tasks well, actively propagate and provide professional guidance thoughtfully and enthusiastically to the accountants of the units; guide investors, district-level budget beneficiaries and commune-level units to compare budget estimates and the use of budget funds; and compare deposit accounts according to administrative procedures in the field of the State Treasury, ensuring accurate and timely data.

Synchronize with 2-level government model

Implementing the policy of organizing the apparatus in the direction of "streamlining - compactness - strength - efficiency - effectiveness - efficiency", the State Treasury of Region XIII was established on the basis of merging the State Treasury of the provinces: Khanh Hoa , Binh Dinh, Phu Yen, Lam Dong, headquartered in Nha Trang City. The State Treasury of Region XIII has professional departments and 17 transaction offices; of which Khanh Hoa has 2 transaction offices. Despite the large number of cut-off points, the State Treasury of Region XIII has proactively and effectively coordinated with local financial agencies in consulting and organizing budget management. Along with streamlining the organization and reforming operations, digital transformation has become a key driving force in the process of modernizing the State Treasury's operations. Measures to apply information technology and improve business processes have been promoted by the State Treasury of Region XIII to ensure the best service for the transaction needs of units, organizations and people.

Mr. Nguyen Duc Mao - Deputy Director of the State Treasury of Region XIII said that, implementing the 2-level local government, the State Treasury of Region XIII has coordinated with financial agencies, revenue agencies and units in adjusting the 2024 State budget data and completing the settlement work according to regulations; comparing data on deposit accounts and budget accounts according to regulations; regularly requesting investors to pay attention to and properly implement new regulations related to the payment of investment capital of the Government , ministries, branches and documents of the State Treasury of Region XIII; reviewing and comparing payment data, urging investors to complete advance payment procedures, completing the settlement of investment capital for completed projects according to regulations... On the other hand, the State Treasury of Region XIII also directs and supports professional departments and transaction offices in data conversion, serving the organization of 2-level local governments; Focus on operational management, inspect the operation of information technology application programs, regularly monitor the operating status of equipment systems and infrastructure serving server rooms... "Despite major changes in organizational structure in the context of the arising workload, complexity and large scale, and urgent time, with the requirement of not interrupting work, not affecting the operations of organizations and individuals, the State Treasury of Region XIII still ensures to maintain service quality, promote electronic transactions and improve the efficiency of local budget management", Mr. Mao said.
