Bac Ai: Many positive results in implementing Project 06

In order to help people raise awareness and understand the benefits of Project 06, departments, branches, organizations and People's Committees of communes have promoted propaganda in many specific and easy-to-understand forms; organized many teams to "go to every alley, knock on every door, check every person" to mobilize people to fully implement the project's content. In addition, functional units also propagate and disseminate on loudspeaker systems, post articles on social networking sites; propagate by billboards and posters on roads and in central areas so that people can easily grasp it.

Along with the propaganda work, the process of reviewing and cleaning social security data, social insurance data, updating martyrs' information, integrating electronic health books on VNeID, digitizing civil status data, land data; registering administrative procedures (TTHC), applying digital transformation in non-cash social security payments all ensure the set targets and progress. Up to now, local police have reviewed, verified and updated 13,400 cases of social security benefits, reaching over 99.6%; updated additional student data for 985 cases, reaching 100%; completed updating information on parents and other legal representatives of citizens under 14 years old with 16,864 cases. Regarding the group of utilities serving socio -economic development, the district has simultaneously implemented the reception of medical examination and treatment using ID cards to replace paper health insurance at the district health center and commune health stations. Thereby, helping to minimize citizens' travel time and save costs for the State in storing and preserving records.

Regarding the results of implementing 25 essential public services, the district and commune levels have strictly implemented the digitization of records and results of handling administrative procedures in accordance with Decree No. 45/2020/ND-CP dated April 8, 2020 and Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government . Fully publicize the list of administrative procedures of the Provincial People's Committee and post them at the "one-stop" department; at the same time, speed up the process of receiving and processing online records of officials and civil servants in the process of handling administrative procedures for people and businesses. To date, the number of digitized records at the district level has reached 100%; the results of receiving and handling administrative procedures through the public service portal at the "one-stop" department at the commune level are 3,058 records, reaching 79.43%.

According to the assessment, in addition to the achieved results, the implementation of Project 06 in the district also has shortcomings and limitations because a part of the people do not use phones, and if they do, the phone cannot log in to the VNeID application. In addition, the method of registering and activating an electronic identification account to serve administrative procedures on the public service portal has many operations and is complicated, causing difficulties in submitting documents online; the need to perform tasks related to transactions is still low...

Comrade Phan Ninh Thuan , Chairman of Bac Ai District People's Committee, said: In the coming time, the district will continue to strengthen the direction of the commune government, associations and unions at all levels to coordinate and synchronously and drastically implement the tasks of Project 06. The focus is on promoting propaganda work; speeding up the process of receiving applications for ID cards and electronic identification for citizens in the district; reviewing, verifying and cleaning up population data to ensure "correct, sufficient, clean, and alive". Along with that, effectively implementing the targets for 25 essential public services; requiring cadres, civil servants and public employees to actively encourage relatives and families to perform administrative procedures through online public services, in order to contribute to improving digital skills for people and businesses.
