Based on the socio -economic development results of 2024, Bac Giang province aims to achieve an economic growth rate (GRDP) of 13.6% in 2025, including a 16% increase in industry and construction; a 7.5% increase in services; a 3.8% increase in agriculture, forestry, and fisheries; and a 10% increase in product taxes.

According to the economic growth scenario for 2025, with a GRDP growth rate of 13.6%, the total added value will reach approximately VND 154,761 billion, about VND 18,500 billion higher than in 2024. The total GRDP (at current prices) in 2025 will be approximately VND 239,143 billion, and the GRDP per capita is expected to reach approximately VND 119.2 million (equivalent to USD 4,900), nearly USD 530 higher than in 2024.

This growth is based on positive growth trends from various economic sectors. The industrial sector is the main driver, contributing over 84.6% to growth in 2025, as several large enterprises have stabilized production and expanded their operations in 2025, continuing to maintain a growth rate of approximately 20-25%. Furthermore, it is projected that in 2025, several large enterprises will complete the construction of factory buildings for lease, attracting new businesses to operate. The domestic sector continues to develop with the stability of several major manufacturing sectors such as textiles, electricity, and coal.

The overall growth forecast for the industrial and construction sector is 15.9%, contributing 11.9 percentage points to the province's GRDP. The service sector is projected to grow at approximately 7.5%, contributing 1.07 percentage points to the province's GRDP. The agricultural sector is expected to grow at approximately VND 12,723 billion, an increase of about 3.8% compared to 2024, contributing 0.34 percentage points to the province's GRDP.

Based on that overall objective, Bac Giang province has developed scenarios and solutions for each quarter. Specifically, the province's GRDP is projected to increase by 13% in Q1/2025 compared to the same period of the previous year; 12.7% in Q2/2025; 14.1% in Q3/2025; and 14.3% in Q4/2025.

With the above growth targets for 2025, the Provincial People's Committee has directed relevant departments, agencies, and localities to focus on implementing the tasks and solutions set forth decisively and effectively. At the same time, they have identified sectors and fields with the potential to achieve higher growth rates to focus on developing, thereby compensating for sectors and fields that are performing poorly or are unlikely to meet the plan.

For the industrial sector, the province continues to effectively implement the task of improving the business environment. It is enhancing the quality of appraisal of investment projects regarding technology, resource utilization, land, energy, and the environment, ensuring the selection of projects with advanced technology, efficient use of raw materials, land, and energy, significant contributions to the budget, and environmental protection. The province focuses on supporting projects that have received investment approval during the implementation process, such as environmental impact assessment, land compensation and clearance, construction permits, fire safety, and other administrative procedures, to ensure projects can commence operations as soon as possible, especially large projects with a ripple effect on the province's economic development. The province is also strengthening state management of investment projects and post-registration management of businesses. Conduct a review of approved investment and land lease projects throughout the province to gain a thorough understanding of project implementation, promptly address and support the resolution of difficulties and obstacles, especially in land clearance, to ensure project implementation proceeds according to schedule. Simultaneously, urge the implementation of slow-moving projects and definitively resolve issues related to approved projects that have not been implemented by investors. Continue to consistently implement the policy of "accompanying businesses," actively supporting investors and businesses in overcoming difficulties and obstacles.

For the construction sector, mobilize social resources and accelerate the progress of key public investment projects in the province. Focus on urban development according to the plan, with a focus on completing the construction of infrastructure to expand the administrative boundaries of Bac Giang City, Chu Town, and Luc Ngan District (new); and new urban and residential areas that have been approved for investment. Focus on directing compensation and land clearance for investment projects, meeting the required progress, especially for some large projects.
