With investment resources from National Target Programs (NTPs), focusing on the NTP on socio-economic development (SEDP) of ethnic minority and mountainous areas for the 2021-2025 period, many localities in Bac Giang province have had significant changes in life, economy and society.

Identifying socio-economic development in ethnic minority and mountainous areas as one of the important political tasks, in recent times, the Party Committee and authorities at all levels of Bac Giang province have paid attention to and effectively implemented many ethnic programs, projects and policies to improve the lives of ethnic minorities.

From the support capital of the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, up to now, the province has supported housing for 566 households, supported job conversion for 2,345 households; supported dispersed domestic water for 4,420 households; invested in the construction of 18 centralized domestic water works, to date 07/18 works have been completed. Renovated and upgraded 8 commune health stations; built new, renovated and upgraded 8 markets. Implemented the hardening of traffic roads to the commune center, inter-commune roads; invested in the construction of new, renovated and upgraded some items of 09 ethnic boarding schools, semi-boarding schools... The construction investment projects have brought about practical results.

In addition, develop sustainable agricultural and forestry production, promote the potential and strengths of regions to produce goods according to the value chain such as implementing support for forest protection contracts, supporting forest protection; supporting production linkage projects according to the value chain, developing community production for 2,800 poor households, near-poor households, and households with good economic performance. Support vocational training for workers. At the same time, arrange, organize, and stabilize local residents in villages and hamlets.

After 3 years (2022-2024) of implementing the Program, the appearance of the rural areas of ethnic minorities and mountainous areas of the province has fundamentally changed, the material and spiritual life of ethnic minorities has gradually improved. The poverty rate has decreased significantly in ethnic minority areas, the poverty rate of ethnic minorities has decreased by an average of 2.7%/year, the poverty rate of extremely difficult communes has decreased by an average of 4.16%/year. There are extremely difficult communes that have decreased by over 10% such as: Yen Dinh Commune, Son Dong District, Phu Nhuan Commune, Luc Ngan District. Up to now, 6 communes in Area III and 4 communes in Area II have completed the goal of building new rural areas, escaping from difficult and extremely difficult situations. In the province, 100% of communes have asphalted or concreted roads to the commune center; 100% of ethnic boarding schools meet national standards; 100% of villages and hamlets in ethnic minority communes have active village health workers; 100% of ethnic minorities in disadvantaged communes are granted free health insurance cards; 100% of health stations in ethnic minority and mountainous communes in the province have doctors; 100% of communes have obstetricians or midwives.

Implementing new construction and upgrading of markets to help ethnic minorities and mountainous people trade conveniently.

Mr. Nong Van Tam, Yen Dinh commune, Son Dong district said: Thanks to the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, the lives of ethnic minorities have improved a lot. Schools and medical stations have been invested in and built, children study in new, spacious schools; roads have been invested in and upgraded, making travel convenient, helping people develop their economy and escape poverty.

The results of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas show that the Party, the State and Bac Giang Province have paid attention to allocating large resources to invest in supporting ethnic minority and mountainous areas with policies on hunger eradication, poverty reduction, infrastructure development, production support, job creation, income increase, improving people's lives; healthcare, education and training, social culture, gender equality. The program has created opportunities to help poor ethnic minority and mountainous areas develop the economy, reduce poverty, and improve their lives.

Focusing resources on socio-economic development in ethnic minority areas

Although the socio-economic development of ethnic minority areas has been strong in recent years, it is still the most difficult area of the province, with slow economic development; the gap between rich and poor between ethnic minority areas and other areas in the province, and between ethnic groups is still high. The economic restructuring of ethnic minority areas is slow and has not kept up with other areas, the quality, efficiency and competitiveness are not high; the labor force is still mainly working in the agricultural and forestry sectors. The rate of poor and near-poor households is high, and the poverty reduction results are not sustainable. Although infrastructure has been invested, it has not really met the needs. The traditional cultural identity of some ethnic groups is gradually fading away, the intellectual level is uneven... natural disasters, epidemics, climate change, and environmental pollution will affect the lives of ethnic minorities. Therefore, it is necessary to continue to synchronously implement investment policies for ethnic minority and mountainous areas.

Bac Giang strives to reduce the poverty rate in ethnic minority areas by 1.5 - 2.5% per year by 2025.

It is expected that by the end of 2025, Bac Giang province will strive to reduce the poverty rate in ethnic minority areas by 1.5-2.5% per year; 13 communes will escape from the state of extreme difficulty; 122 villages will escape from the state of extreme difficulty. The rate of communes with asphalted or concreted roads to the commune center will reach 100%. The rate of solidly built schools will reach 97.2%.

In addition, the province continues to implement the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas in communes and villages in ethnic minority and mountainous areas, focusing on prioritizing investment in extremely difficult areas in ethnic minority and mountainous areas, especially investment support for communes and villages in ethnic minority and mountainous areas; ethnic minority households and individuals; Kinh households and individuals who are poor and near-poor households living in extremely difficult communes and villages; enterprises, cooperatives, economic and social organizations operating in ethnic minority and mountainous areas.

Head of the Provincial Ethnic Committee Vi Thanh Quyen said that in order to improve the quality and effectiveness of the implementation of programs, projects and sub-projects under the National Target Program in 2023 and the following years in the locality, the Committee continues to advise the Provincial People's Committee to mobilize all resources to invest in socio-economic development in ethnic minority and mountainous areas. Improve the effectiveness and efficiency of state management of ethnic affairs and ethnic policies. At the same time, propagate and mobilize ethnic minorities to change the structure of crops and livestock in the direction of adapting to climate change, promote planting large timber forests and native trees. Innovate and effectively implement credit policies of social policy banks in the direction of increasing the quota, expanding the loan subjects to production and business projects to create livelihoods for ethnic minorities... Thereby, gradually meeting the needs of ethnic minority people, quickly improving the quality of life, increasing income and promoting local socio-economic development./.
