The Department of Justice of Bac Ninh province has just issued a plan for the development of the digital economy and digital society for the period 2026–2030, aiming to promote the application of digital technology in all activities of the sector.
According to the plan, digital transformation in the judicial sector is identified as an essential requirement, linked to administrative reform and the development of a digital government. This orientation places citizens and businesses at the center of service; while considering data as the foundation, digital technology as the tool, and innovation as the driving force to improve the efficiency of management and law enforcement.
The Bac Ninh Justice Department is moving towards data-driven and technology-based management.In addition, specialized databases such as those for civil registration, notarization, certification, and administrative violation processing will be digitized, standardized, and connected and shared according to regulations. The synchronized digitization of data is expected to create an important foundation for modern management and improve service quality.
The plan also sets a target of 100% cashless financial transactions in the handling of administrative procedures in the judicial sector; and digitizing all results of administrative procedures for reuse. At the same time, it aims for at least 95% of citizens to have access to legal information through digital platforms.
To achieve these goals, the Bac Ninh Provincial Department of Justice has identified the need for the synchronized development of factors such as digital infrastructure, digital platforms, digital data, ensuring cybersecurity, and improving the quality of digital human resources. The completion of institutional reforms and the strengthening of connectivity and data sharing with national systems, especially the National Population Database, are also emphasized.
Notably, the local Justice sector will gradually research and apply artificial intelligence in professional activities such as searching and systematizing legal documents, providing legal advice, classifying and processing administrative files, as well as disseminating and educating the public about the law.
The implementation of digital transformation will be carried out across all areas of the judicial sector, from drafting and reviewing legal documents, disseminating legal education, civil registration, notarization to legal aid and monitoring law enforcement.
According to the plan, the Office of the Department of Justice will be the focal point for advising, monitoring, and supervising the implementation, as well as compiling periodic reports as required. Funding for implementation will be allocated from the state budget and other legal sources.
The increased application of digital technology in the judicial sector is expected to enhance the effectiveness and efficiency of state management, while also facilitating access to legal services in the digital environment for citizens and businesses.
