Administrative procedures in the land sector are always complex and prone to complications, requiring fundamental solutions to improve service quality. Recently, the Department of Agriculture and Environment has reviewed and standardized procedures, bringing 100% of administrative procedures in this field onto the National Public Service Portal and the province's administrative procedure resolution system. Simultaneously, it has promoted decentralization of procedures to the commune level to reduce the burden on the provincial level and maximize convenience for the people at the grassroots level.

At the Viet Yen Ward Public Administrative Service Center, the number of land-related applications has increased significantly due to urban development and the real estate market. From the beginning of 2026 to the present, the ward has processed 230 land-related applications, of which procedures for issuing initial land certificates account for 41.74%.

The ward has assigned one land administration and construction officer with in-depth field knowledge to handle land procedures to meet the demands of the large workload. At the same time, the ward's Public Administrative Service Center focuses on organizing the reception and processing procedures in a scientific manner, clearly defining tasks and responsibilities, and processing them through a software system. The rate of digitization of incoming documents reaches 100%, making it easy for officers to search and manage progress, resulting in a 100% rate of timely and early resolution of applications.
In Bac Giang ward, along with the staff of the ward's Public Administrative Service Center, the local authorities proactively arranged a dedicated area for staff of the Bac Giang inter-ward/commune Land Registration Office branch and postal workers to assist people in submitting online applications.
Recently, the Center put into operation an AI kiosk capable of scanning documents, automatically extracting information, filling out forms, and integrating VNeID authentication. This device provides strong support for citizens, especially those unfamiliar with electronic operations, helping to reduce declaration time and minimize errors, particularly for those who are not yet accustomed to electronic operations.
According to statistics from the Department of Economy, Infrastructure and Urban Development of Nam Son Ward, from the beginning of 2026 to the present, the ward's authorities have coordinated in resolving more than 110 land-related applications for residents and allocated land to 2 infrastructure investors.
According to Mr. Nguyen Ngoc Phong, Deputy Head of the Economic, Infrastructure and Urban Planning Department of the ward, although the land sector faces many obstacles due to the history of overlapping land use certificates or conflicting regulations, with the spirit of "solving difficulties wherever they arise," the ward always closely coordinates with relevant units to guide, proactively resolve difficulties, and minimize inconvenience and travel costs for people.
Data synchronization, sustainable efficiency.
Recognizing digital transformation as the main driving force, the Department of Agriculture and Environment of Bac Ninh province has integrated its administrative procedure processing system with the VBDLIS land database, applying the "5 steps in an electronic environment" and "5 on-site" models. Accordingly, the Department has advised on the approval of 7 administrative procedures in the land sector that can be implemented regardless of administrative boundaries.
This is a significant step forward, enabling citizens to complete procedures from any convenient location, considerably reducing travel time and costs. Simultaneously, in-person and online training courses, combined with on-site guidance, help local officials thoroughly understand the procedures and minimize errors in processing applications.

To ensure smooth operation, the department has seconded 17 specialized staff to provide direct support at the commune level, opened 7 reception points in areas with a large volume of applications, and assigned staff to work directly at the commune-level Public Administrative Service Center to reduce pressure on higher levels and shorten the application process from the initial stage. As a result, from July 1, 2025 to the present, the entire province has received more than 160,000 applications for provincial-level land administrative procedures, with the online submission rate reaching nearly 100%.
However, in practice, difficulties still exist due to incomplete files requiring multiple additions, complex land ownership issues, inconsistent data, and overlapping regulations, all of which affect the progress of verification and processing of files.
To address this, the Department of Agriculture and Environment has identified data cleaning and synchronization as key factors. Currently, the province is implementing the creation of cadastral records, surveying and mapping, and building a land database that ensures accuracy, completeness, cleanliness, and viability.
Simultaneously, the Department of Agriculture and Environment advised the Provincial People's Committee to issue regulations on administrative procedures for land use applicable in the province. According to the leaders of the Department of Agriculture and Environment, standardizing and effectively utilizing data will significantly contribute to improving the quality of administrative procedures. When data is connected, processing applications will be more convenient, reducing reliance on manual paperwork and minimizing the need for multiple document submissions.
In the coming period, the sector will continue to review and simplify procedures; promote digitalization and clean up land data; and strengthen coordination among relevant agencies to make the handling of administrative procedures in the land sector increasingly convenient, contributing to creating a transparent investment environment and promoting socio-economic development of the locality.
