Opening speech of the 15th Congress of Dien Bien Provincial Party Committee, term 2025

The 15th Congress of the Dien Bien Provincial Party Committee, term 2025-2030 took place in an exciting, joyful and proud atmosphere of the entire Party, the entire army and the entire people, at a time when our Party and State had just successfully organized the National Ceremony to celebrate the 80th anniversary of the August Revolution and National Day September 2. This is a particularly important political event, marking a new milestone in the process of building and developing the Party Committee, government, armed forces and people of all ethnic groups in Dien Bien province.

The Congress was honored, excited and warmly welcomed Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council to attend and direct the Congress. The Congress warmly welcomed the comrades of the Party Central Committee, leaders of departments, ministries, branches, organizations, and central agencies; and the Party delegations of the provinces: Lai Chau, Son La, Vinh Long who attended and encouraged the Congress.

The Congress enthusiastically welcomed the leaders and former leaders of Dien Bien province through the periods, the veteran revolutionaries, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, and representatives of ethnic groups and religions. In particular, we would like to warmly welcome 358 delegates from 49 Party Committees under the province, representing over 49,000 Party members in the entire Provincial Party Committee, who are excellent delegates, representing the intelligence, political mettle, fighting spirit and solidarity strength of the Party Committee, who attended the Congress in full.

The presence of Party and State leaders, distinguished delegates, reporters from central and local news agencies and newspapers attending, following and reporting on the Congress, showing deep affection and special attention to Dien Bien province, is a great source of encouragement and motivation for the Dien Bien Provincial Party Committee to successfully organize the Congress and lead the construction and development of Dien Bien province to make great strides in the next period.

In this solemn moment, with infinite pride and respect, the Congress respectfully remembers President Ho Chi Minh, the great leader of the Party and the nation, the founder of our Party. He is the shining flag of revolutionary heroism, "bringing glory to our nation, our people, our country"; his thoughts, morality and style will forever be a shining example for generations of cadres and party members to follow.

The Congress respectfully expresses deep gratitude to the revolutionary veterans, Vietnamese Heroic Mothers, People's Armed Forces Heroes, Labor Heroes, war invalids, sick soldiers, and families with meritorious services to the revolution who have heroically worked, fought, and sacrificed in the cause of national liberation and the construction and protection of the Fatherland of our Party and people.

The Congress respectfully thanks the Party Central Committee, the Politburo, the Party Central Committee Secretariat, the National Assembly, the Government, and the Vietnam Fatherland Front Central Committee, headed by Comrade To Lam - General Secretary of the Communist Party of Vietnam Central Committee, for their affection, attention, leadership, direction, and profound and comprehensive orientation for the cause of innovation, construction, and development of Dien Bien.

The Congress respectfully acknowledges and sincerely thanks the enthusiastic, responsible and intellectual guidance, guidance, assistance and support of the Central Committees, Ministries and Branches; the support and contributions of cadres, party members, soldiers, armed forces and people of all ethnic groups in the province in the development of the province and the preparation for the Provincial Party Congress. At the same time, commends the outstanding achievements in the vibrant emulation movements of all levels, branches and classes of Dien Bien people towards today's Congress.

Dear Congress!

Implementing Directive No. 45-CT/TU dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, the Executive Committee of the Dien Bien Provincial Party Committee has focused on leading and directing the successful organization of the Congresses of 04 provincial Party Committees and 45 Party Congresses of communes and wards. At the same time, the leaders organized many emulation and patriotic movements to achieve many outstanding achievements in welcoming the 15th Provincial Party Congress, contributing to the completion of the goals and tasks of 2025, the 5-year socio-economic development plan 2020-2025 and the success of the Congress.

During the preparation process leading up to the Congress, the 14th Provincial Party Executive Committee has received close and timely attention, direction and guidance from the Politburo, the Secretariat, Party committees and the Party Central Office, especially Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council. The preparation work for the Congress has been carried out in accordance with the principles, regulations, Party Charter and instructions of the Central agencies. The documents submitted to the Congress have been carefully and thoroughly prepared, absorbing the maximum enthusiastic and responsible contributions from the Congresses of Party Committees under the province, socio-political organizations and people of all walks of life; Fully absorb the contributions of Central committees, ministries, branches, Party and State leaders and former Party and State leaders, veteran revolutionaries, former provincial leaders of all periods, intellectuals, artists and people in the province.

Personnel work was seriously prepared, in accordance with the principles, viewpoints, regulations and procedures of the Central Committee; ensuring comprehensiveness, synchronization, democracy, objectivity and transparency; closely following the requirements and tasks in the new situation. The preparations for the Congress of the Provincial Party Executive Committee were highly appreciated by the Politburo and the Secretariat, and they agreed to allow the Provincial Party Committee to organize the 15th Congress.

Dear Congress!

Implementing Directive No. 45-CT/TU of the Politburo, regulations, instructions and conclusions of the Central Committee, the 15th Provincial Party Congress will carry out the following contents:

Firstly , summarize the implementation of the Resolution of the 14th Provincial Party Congress, term 2020 - 2025 and determine the direction, goals and tasks for the term 2025 - 2030.

Second, discuss and contribute opinions to the draft documents of the 14th National Congress of the Party.

Third, elect the Provincial Party Executive Committee for the 15th term, 2025-2030.

Fourth, elect the Provincial Party Delegation to attend the 14th National Congress of the Party.

To carry out the contents and tasks of the Congress as required, the Presidium requested the delegates attending the Congress to promote the spirit of democracy, frankness, and the highest responsibility in discussing and participating in the Review Report of the 14th Provincial Party Executive Committee; the Political Report presented by the 14th Provincial Party Executive Committee at the Congress. Actively participate in the Political Report and the Action Program presented to the 14th National Congress of the Party; the Action Program to implement the Congress Resolution of the Provincial Party Committee. At the same time, wisely select delegates with virtue, talent, and determination to create, innovate, and develop into the 15th Provincial Party Executive Committee and the Dien Bien Provincial Delegation to attend the 14th National Congress of the Party.

The contents presented at the Congress are very large and important; delegates are requested to promote the spirit of "Solidarity, democracy, discipline, innovation, development" , promote the " Dien Bien Phu spirit in peacetime" and the highest responsibility before the Party and the People to complete the contents and programs; successfully organize the 15th Congress of the Dien Bien Provincial Party Committee to create an important initial step to build Dien Bien province by 2030 to become a province developing in the direction of green, smart, sustainable economy and become a fairly developed province in the region, in accordance with the guiding ideology of comrade To Lam.

In that spirit, on behalf of the Provincial Party Executive Committee and the Congress Presidium, I solemnly declare the opening of the 15th Dien Bien Provincial Party Congress, term 2025 - 2030.

I wish Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, distinguished guests, delegates attending the Congress, and all cadres, party members, people of all ethnic groups, and officers and soldiers of the armed forces in the province good health and happiness.
