“Establishing a new growth model based on science, technology, innovation and national digital transformation”

That was the guiding viewpoint of General Secretary To Lam at the Standing Committee meeting of the Central Steering Committee on the review of the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution No. 57) in the third quarter of 2025 and key tasks and solutions for the end of 2025, which took place on the morning of October 15, in the form of direct and online communication to connecting points and localities across the country.

The issuance of Resolution No. 57 has gradually created a new breakthrough in the awareness and action of the political system as well as in the whole society. In the third quarter of 2025, the leadership, direction and organization of the implementation of Resolution No. 57 continued to be carried out urgently, resolutely and synchronously throughout the entire political system. Since then, it has created a major change in the implementation of tasks.

To date, 485 tasks have been completed (43%); 561 tasks are on time; 86 tasks are overdue. Compared to the second quarter of 2025, there has been a positive change in the number of completed tasks and a decrease in the number of overdue tasks.

The work of building and perfecting institutions has had many important breakthroughs. Thereby, many bottlenecks in institutions, mechanisms and policies have been removed. In the first 9 months of 2025, 17 laws; 56 decrees; 60 circulars; 704 local documents were issued. Financial resources have been allocated sufficiently; infrastructure, data and human resources have been strengthened; the development momentum is spreading in society. The contribution of this sector to GDP reached over 16%.

The application of digital transformation to serve the operations of agencies and organizations in the political system and local governments at two levels continues to be strongly promoted. The team of cadres, civil servants and public employees has focused on applying technology to work; the trust of the community and domestic and foreign experts has been strengthened, affirming that the Resolution is on the right track.

The meeting was connected online to localities across the country.

In addition to the achieved results, the meeting also identified a number of core issues that need to be focused on in the coming time, such as: Investing in infrastructure, human resources, strategic technology, overcoming existing problems, creating a solid foundation for the 2026 - 2030 period and preparing to effectively implement the Resolution of the 14th National Party Congress. At the same time, many key tasks and solutions were proposed to be focused on from now until the end of the year; including synchronously and drastically implementing tasks according to the Resolution and related programs and plans; focusing on completing the digital transformation task to ensure efficiency and progress; promoting the "03 House" cooperation model (State, school, business), high-tech parks, smart cities.

Speaking at the meeting, General Secretary To Lam emphasized: The implementation of Resolution No. 57 is very important, the main driving force for successful implementation of strategic breakthroughs; it is necessary to clearly define the viewpoint of transforming the country's development model, focusing on establishing a new growth model based on science, technology, innovation and national digital transformation.

Based on the results achieved and the orientation of tasks that need to be focused on from now until the end of the year, General Secretary To Lam directed that it is necessary to focus resolutely on key tasks; resolutely implement according to the new operating principles, discipline comes first, resources go together and results are the measure; take removing institutional bottlenecks as the top breakthrough task; create an ecosystem to strongly unlock resources, take enterprises as the center, strongly change the mindset from the State doing to the State creating to maximize the liberation of private resources in science and technology development, innovation. Take the trust and satisfaction of people and enterprises as the measure, resolutely digitize the entire process of implementing one-stop public services, one-time declaration on the interconnected data platform.

General Secretary To Lam requested that agencies and units, especially their leaders, must be responsible to the Party, the State and the People; ensure that tasks are completed on time, meeting practical requirements and bringing about efficiency. Implement the digital transformation project in agencies to ensure efficiency, in accordance with the set roadmap; completely resolve the backlog of documents before March 31, 2026.

General Secretary To Lam especially noted that leaders at all levels and sectors must continue to uphold the spirit of exemplary conduct, fully understand the requirements of the task of developing science and technology, national digital transformation with the destiny of the country; must be resolute in directing and operating; at the same time, promptly deploy the tasks of agencies and units according to assigned functions and tasks.

At the Ca Mau province bridge, right after the online meeting with the Standing Committee of the Central Steering Committee, Provincial Party Secretary Nguyen Ho Hai requested members of the Provincial Steering Committee to continue to review and resolutely follow up on the implementation of assigned tasks according to the requirements; at the same time, monitor the tasks assigned by the Central Steering Committee to carry out on schedule.
