General Secretary To Lam attends the 18th Hanoi Party Congress

(laichau.gov.vn) On the morning of October 16, General Secretary To Lam attended and delivered a speech at the opening session of the 18th Hanoi Party Congress, term 2025-2030. The Congress affirmed the determination of the Party Committee and the people of the capital to pioneer with the whole country into a new era - an era of prosperous and powerful development of the nation.

Attending the Congress were former General Secretary Nong Duc Manh; Politburo member, President Luong Cuong; former Politburo member, former President Nguyen Minh Triet; former Politburo member, former President Truong Tan Sang; Politburo member, Prime Minister Pham Minh Chinh; former Politburo member, former Prime Minister Nguyen Tan Dung; Politburo member, National Assembly Chairman Tran Thanh Man; former Politburo member, former National Assembly Chairman Nguyen Van An; former Politburo member, former National Assembly Chairman Nguyen Sinh Hung; Politburo member, Standing member of the Secretariat Tran Cam Tu, leaders and former leaders of the Party and State...

Also attending the Congress were delegations from Hai Phong city, Da Nang city, Hue city, Can Tho city, Hung Yen province, Bac Ninh , Phu Tho, Thai Nguyen, Ninh Binh, Quang Ninh.

Attending the congress were representatives of all walks of life in the capital, intellectuals, scientists, prominent individuals and groups, religious dignitaries, ethnic minorities...

The Congress convened 550 outstanding delegates, representing nearly 50,000 party members of 136 Party Committees under the City Party Committee.

Previously, at the preparatory session on the afternoon of October 15, Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that the Congress will carry out four tasks: Summarizing the implementation of the Party Congress resolution for the 2020-2025 term and determining the directions, goals, tasks and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th Party Congress; electing the City Party Executive Committee for the 2025-2030 term; and electing the delegation to attend the 14th Party Congress.

The 18th Congress of the Hanoi Party Committee, term 2025 - 2030, is a very important political event for the Party Committee, government and people of the capital, attracting the attention of agencies, organizations and people of all walks of life, not only in Hanoi but also in the whole country.

The success of the City Party Congress will contribute significantly to the success of the 14th National Congress of the Party.

The Secretary of the Hanoi Party Committee requested the delegates to uphold their sense of responsibility for the common development of the City, carefully study the project, structure, number, conditions, and criteria of Executive Committee members to select and elect to the Executive Committee of the City Party Committee, term XVIII, 2025-2030, comrades with good moral qualities, capacity, resilience, daring to think, daring to do, innovative, creative, ensuring that the Executive Committee of the City Party Committee elected by the Congress is a strong, united, courageous, intelligent collective, with enough leadership capacity to implement, complete and over-complete the targets set out in the Resolution of the Congress.

The Congress has the theme: "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy Capital", the 18th Congress of Hanoi Party Committee for the 2025-2030 term is a major political event. The motto of the Congress is "Solidarity - Democracy - Discipline - Breakthrough - Development".

The 17th Congress of Hanoi Party Committee, term 2025 - 2030, was held for 3 days from October 15 to 17, 2025 at the National Convention Center, Hanoi.

According to the working program, on the morning of October 16, after the opening speech, the Congress presented three reports: Report on the results of the qualification examination of delegates attending the Congress, Political Report of the City Party Executive Committee presented to the Congress and Review Report of the City Party Executive Committee, term XVII, 2020 - 2025.

In the afternoon, the Congress will hold the election of the 18th City Party Executive Committee for the 2025-2030 term and announce the election results.

The documents of the 18th Congress of the City Party Committee, focusing on the Political Report, were prepared in a concise, succinct, highly generalized, tightly structured manner, fully and comprehensively representing the major issues of the Capital, oriented towards action. The goals, targets, tasks, and solutions were grouped by field and linked to focal points, roadmaps, and evaluation indicators for easy conversion into action programs and thematic plans.

In particular, the draft action program to implement the Congress Resolution has been proactively developed, ready to be issued and deployed immediately after the Congress, ensuring that the Resolution soon comes into life.
