According to the regulations in, section 2.4.4 sub-section 2.4 Section 2 Appendix VI Exam marking, Test marking, Re-examination attached to Official Dispatch 1515/BGDĐT-QLCL in 2023 guiding the procedure for marking multiple-choice tests for the 2023 High School Graduation Exam as follows:

Each step in the multiple choice test marking process below is performed in each marking batch. The marking process is performed entirely on the Software in a closed cycle.

Multiple choice tests are graded using software from the Ministry of Education and Training (photo by Trinh Phuc).

After completing the installation of the computer system and software for the exam marking work, before the Multiple Choice Exam Marking Board performs its duties, the Chairman of the Examination Council (or a person authorized by the Chairman of the Examination Council) will set passwords on the software at each step of Reading images, Correcting exam errors, and Scoring;

And only provide the password for the Multiple Choice Test Board to proceed to the next step when it has received the CD containing the data of the previous step, for example: provide the password for the Multiple Choice Test Board to access the image reading function when it has received the CD containing the image scanning data.

Data generated by the software is encrypted. The output data is only used to enter the QLT System and report to the Ministry of Education and Training . The software automatically records all user operations to serve inspection and examination work.

The process of marking multiple-choice test papers for the 2023 National High School Graduation Exam includes 4 steps: Step 1: Scan the image of the Multiple-choice Answer Sheet (TLTN Answer Sheet) according to the following process: Check the seal and compare the signature on the envelope containing the TLTN Answer Sheet and the sample signature of the exam supervisor;

Cut the mouth of the exam bag, count the TLTN Forms and compare them with the number of TLTN Forms written on the exam bag and the Exam Collection Form;

Use a scanner to scan the TLTN Forms in each exam room; Check and compare to ensure consistency in the number of TLTN Forms in each exam bag with the Exam Collection Form and the number of TLTN Forms scanned in the software;

After scanning the TLTN form of an examination room, you must immediately count the TLTN form, put it back in that examination room and seal the bag according to regulations;

After scanning all the exam papers of the Examination Council, the Multiple Choice Exam Scoring Board will export the report data (CD0) on the server. Send CD0 according to the provisions in Point d, Clause 2, Article 29 of the Regulations on High School Graduation Exams issued with Circular 15/2020/TT-BGDDT before proceeding with the Image Reading, specifically:

All 02 sets of CDs with the same content at each step must be packaged and sealed under the supervision of the Supervisory Team, the police and a record must be made; only when sending 01 set of CDs to the Ministry of Education and Training (through the Department of Quality Management) for management and handing over 01 set of CDs to the Chairman of the Examination Council for storage and receiving permission from the Chairman of the Examination Council can the next step be carried out. The National Steering Committee must be reported to get approval to use these CDs.

Note: The test receipt and other documents (if any) are taken out of the test bag for use in the error correction process. At this step, the image files will be encrypted, only the Multiple Choice Test Scoring Software provided by the Ministry of Education and Training can read and display the data; CD0 contains encrypted image files and a backup of the software database; Check the contents of CD0 to see if there are enough folders and files as instructed in the software; The software will lock the test scanning function immediately after performing the CD0 export function.

Step 2: Read the TLTN Form image (also known as image processing or image recognition) according to the following process:

The software will automatically recognize the images of the exam papers to extract the information of the exam code, exam code and the test. This initial recognition data (without correction, called the result of recognizing the uncorrected TLTN Form) will be saved in the software database.

After performing image recognition of the test papers, the Multiple Choice Test Scoring Board will export the report data (CD1) on the server and send CD1 as prescribed in Point d, Clause 2, Article 29 of the Examination Regulations before proceeding with the step of Correcting test papers.

Note: CD1 contains a backup of the software database; Check the contents of CD1 to see if there are enough folders and files as in the software instructions; The software will lock the function of reading exam photos immediately after exporting CD1.

Step 3: Correct the multiple choice test errors:

Error correction process: Filter exam papers with errors according to each exam paper bag (batch); The processing officer uses the Exam Paper Collection Form to check information and correct errors (if any) according to each exam paper bag (batch); It is mandatory to check the information of candidate number, exam code and exam subject/test of all candidates;

Based on the exam receipt, correct any errors in the candidate's test that are warned by the software or detected by the Multiple Choice Test Scoring Board (wrong test number, wrong test code, wrong registered test subject).

Some common errors that need to be handled: Registration number (SBD): not filling in SBD, filling in wrong SBD, filling in duplicate SBD;

Test code: Not filling in the test code, filling in the wrong test code, filling in the same test code; Error due to scanning the test results in distortion of the TLTN form, making the software unable to recognize the test code and test code;

Information about the component test data in the combined test provided by the Examination Council is not accurate with the filling in of the candidate's TLTN Form (due to the candidate filling in the part of the test he/she did not register for or due to the Examination Council entering incorrect candidate registration information in the data sent to the Multiple Choice Test Scoring Board).

Some notes when correcting errors: When correcting errors in exam code and code, the processing officer needs to compare the exam code and code that the candidate wrote in words and the exam code and code on the Exam Receipt Form to return the correct exam code and code to the candidate on the Software;

When correcting errors in information about a candidate's component exam, the processing officer needs to check between the Exam Receipt Form and the Registration Data transferred by the Examination Council (entered into the software).

Collect a list of exams that need to have their subject information adjusted (if necessary, the Multiple Choice Exam Scoring Board will request the Examination Council to verify and clarify); Make an unusual record to propose adjusting the subject information of the candidates; Use the reverse function on the software to the step before exporting the CD0 to adjust the subject information of the candidates according to the list established in the unusual record.

Use the duplicate exam code filtering function to detect and handle duplicate exam code cases of each marking batch before correcting errors in the test.

(Correcting errors in the candidate's test: The software will warn about all questions that cannot recognize the candidate's chosen answer (due to the candidate filling in too faintly, filling in multiple answers in the same question, leaving a question blank,...). The processing staff must check and handle each error (if any).

The procedure for correcting errors in the test is as follows: The processing staff checks the suspected error-prone test papers displayed on the software; The processing staff enters the error-prone candidate's answers into the software through the data entry window.

Exporting report data and printing error correction records: After completing the error correction of the test, the Multiple Choice Test Scoring Board will export the report data (CD2) on the server and send CD2 as prescribed in Point d, Clause 2, Article 29 of the Examination Regulations before grading the test.

When exporting CD2, if there are still exams with duplicate exam codes, the software will display a warning; the Multiple Choice Exam Scoring Board must carefully check and correct all exam errors before exporting CD2.

Print the error correction report, the processing officer and related parties sign for confirmation. Note: CD2 contains a backup of the software database; Check the contents of CD2 to see if there are enough folders and files as in the software instructions; The software will lock the error correction function immediately when performing the CD2 export function on the server.

Step 4: Scoring the multiple-choice test: After completing the above 3 steps and receiving the answer CD from the Ministry of Education and Training (The answer CD contains encrypted files; each encrypted file is the answer to all the test codes of that test), the Multiple-Choice Test Scoring Board performs the following tasks:

Open the seal and load data from the CD containing the answers received from the Ministry of Education and Training into the software, compare the name of each test in the imported answer file with each selected test to ensure they are identical. If the test name does not match, select the correct answer file for the selected test; if the test name matches, save the answer data of that test into the software.

Ensure that answers are entered for all exams declared on the system. Perform software functions to grade all exams.

After marking, the Multiple Choice Test Marking Board will export the report data (CD3) on the server and send the CD3 disk according to the regulations in Point d, Clause 2, Article 29 of the Examination Regulations mentioned above.

Note: The CD3 contains a backup of the software database; Check the contents of the CD3 to see if all folders and files are included as per the software instructions; The software will lock all previous functions after exporting the CD3.
