Prevent child abuse in time

Hotline 111 is the national hotline for child protection, available 24/7, completely free of charge. Mr. Nguyen Cong Hieu, Deputy Director of the Communication Service Consulting Center, Department of Children, said that Hotline 111 functions as a hotline to receive information, reports, and denunciations about risks and cases of child abuse, and to advise and support children, caregivers, and child protectors in developing and implementing support and intervention plans, as well as providing psychological, legal, and related policy advice. When you need advice or see risks or acts of abuse: violence, exploitation, sexual abuse, trafficking, abandonment, neglect... of children, just dial 111 for support to resolve the issue, avoiding unfortunate incidents or going beyond control.

In 2022, Hotline 111 supported and intervened in 888 cases of child violence, accounting for 56.89% of the total number of support and intervention cases. This is the year with the highest number of support and intervention cases for children suffering from violence in the 18 years of operation of the Hotline. Of which, the rate of children suffering from violence in the family is the highest, accounting for 77.93%; children suffering from violence in the community account for 13.85% and children suffering from violence in schools account for 8.22%. In the first 6 months of 2023, Hotline 111 received 178,939 incoming calls, 576 received via App and Zalo. Of which, there were 9,988 consultation calls, 540 intervention and support cases.

The hotline for counseling and support for victims of human trafficking received and advised 741 calls, transferred 25 cases to support 28 victims of human trafficking. The number of support and intervention cases for children with serious physical and mental damage due to violence accounted for the highest rate, accounting for 58% of the total number of support and intervention cases of the hotline. Children who suffered violence from relatives in the family accounted for the highest rate (68.2%), in which many children were abused by their fathers or mothers, but not because they had made a mistake, but the main cause came from the parents having conflicts, disagreements, and the family marriage was in a period of breakdown, causing psychological stress for members, easily causing conflicts and children were victims of domestic violence. Regarding child protection in the online environment, Hotline 111 also received 168 calls for consultation and intervened in 7 cases related to child abuse in the online environment.

Effective support services need to be widely disseminated

In addition to receiving information, consulting and supporting children via phone, in 2022 and 2023, Hotline 111 will continue to implement a model of direct support for children in emergency situations. In 2022 and the first quarter of 2023, Hotline 111 will provide emergency support to 20 cases of child abuse. Of which, 9 children were sexually abused (accounting for 45%) and 11 children were victims of violence (accounting for 55%), in the following localities: Hanoi, Kien Giang, An Giang, Da Nang, Dak Lak, Binh Duong, Ho Chi Minh City, Binh Phuoc, Dong Thap, Thua Thien Hue, Quang Binh, Hai Duong, Dong Nai, Long An, Quang Ngai.

Over 19 years of operation, Hotline 111 has received 5,414,970 calls. Of these, 471,224 calls have been consulted and 9,702 cases of children being abused, subjected to violence, trafficked, exploited, children in difficult circumstances and children's rights violations have been supported and intervened. Through assessment, consultations related to child abuse, violence and legal consultations have increased sharply in recent years.

Mr. Dang Hoa Nam, Director of the Department of Children, Ministry of Labor - Invalids and Social Affairs, shared at a forum on child protection that child violence in the family is very worrying, accounting for more than 77% of all cases of violence in general. In particular, there is a new trend of children being abused online and through the internet. According to records, the rate of Hotline 111 implementing intervention measures and supporting children abused online is constantly increasing, accounting for more than 26%. Mr. Dang Hoa Nam also regrets that if the recent heartbreaking child abuse cases had been promptly connected to Hotline 111 via phone call, App or Zalo, things could have been different.

To continue to be a trusted address for society to best protect children, Hotline 111 actively coordinates with other sectors, strengthens the operation of the connection network and promotes the role of the Hotline's legal advisory team in the task of consulting, supporting via phone and going to the locality to support children in emergency situations due to serious sexual abuse and violence. Children's psychology is increasingly affected by many factors and the online environment is also considered a major cause. Therefore, Hotline 111 will strengthen the assessment and psychological therapy activities for children at the regional centers of Hotline 111, and at the same time assess and provide psychological therapy remotely between Hotline 111 and social work and social protection centers. This service will continue to develop channels to receive information, reports and denunciations from people about online child abuse behaviors and risks; build a model to protect children in border areas...
