BHG - On the afternoon of October 11, the Steering Committee (SC) on the implementation of eliminating backward customs and practices, building a civilized lifestyle among the people of all ethnic groups in the province, period 2021 - 2025 according to Decision No. 443 of the Provincial Party Committee held a conference to review the implementation of tasks in the first 9 months of the year, deploy key tasks for the last 3 months of the year. Comrade Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee, Head of the SC chaired the conference. Also attending were members of the SC, Secretaries of District and City Party Committees.

In the first 9 months of the year, the Provincial Steering Committee 443 reviewed and issued many leadership documents, effectively implementing Resolution No. 27; regularly coordinating to grasp the implementation at the grassroots level. Localities and units have many creative and effective ways of doing things such as: Organizing conferences, seminars to discuss solutions, launching clubs, models to eliminate bad customs... which have changed the awareness and actions of cadres, party members and people. Coordination work has been carried out synchronously and regularly; propaganda activities have been concretized and implemented in many flexible forms in schools and communities, especially in remote areas.
In 9 months, localities organized over 6,400 propaganda sessions on eliminating bad customs for more than 472,000 people. Launched a peak propaganda, mobilization, and helped people who follow illegal religions to return to traditional beliefs. For weddings, engagements were basically carried out in a civilized, compact, economical way, in accordance with traditional culture; mobilizing to postpone 154 early marriages. There were many positive changes in funerals, basically organized within no more than 48 hours; less or no livestock slaughter; some funeral rituals were cut down. Civilized daily life was gradually associated with the implementation of new rural construction and national target programs...

The conference focused on discussing some limitations such as: Some local Party committees and authorities have not maintained regular and continuous leadership, direction, propaganda, and dissemination of Resolution No. 27, and have not applied it flexibly to actual conditions; have not fully promoted the role of coordination with the Association of Folk Artists; lack of perseverance and methods in mobilizing and persuading. On that basis, discuss solutions to improve propaganda effectiveness; resolutely push back the situation of early marriage, incestuous marriage, and third child birth; have sanctions to handle violations; consider support mechanisms for moving barns away from houses...
Concluding the conference, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung requested Party committees, authorities, agencies, units, and members of the Steering Committee to promote the spirit of "Not saying no, not saying difficult, not saying yes but not doing" in implementing Resolution No. 27. In particular, focusing on implementing 4 key groups of tasks: Strengthening regular, persistent, synchronous, continuous, and methodical propaganda with many solutions suitable for each locality and ethnic group; linking the elimination of bad customs and practices with the promotion of good traditional cultural identities; effectively promoting the role of prestigious people, village and hamlet chiefs, and members of the Folk Artisans Association in implementing Resolution No. 27; highlighting the role of the Fatherland Front, socio- political organizations, and armed forces.
Local Party committees and authorities continue to persistently lead and direct with many creative solutions, promptly mobilize people to seriously implement Resolution No. 27; promote the exemplary role of leaders, cadres, and party members, strictly handle violations; direct the review and supplementation of village and residential group conventions and regulations according to Decree No. 61 of the Government; perfect the commune-level Steering Committee in a practical and effective manner. The Education and Training sector focuses on implementing teaching programs at all levels on the content of Resolution No. 27. Strengthen inspection and supervision work, promptly rectify agencies, localities, and units that are not resolute in leadership and direction; review and strictly handle cadres and party members, especially leaders who are not exemplary in implementation, overcome the situation of favoritism and avoidance; pay attention to encouraging and praising good people, good deeds, good models and practices.
