According to the report, by the end of July 2025, the Lang Son Provincial Sports Complex project (central stadium, multi-purpose gymnasium) had a total reclaimed area of more than 28.7 hectares, affecting 195 households and 3 organizations. To date, the Dong Kinh Ward People's Committee has issued 164 land reclamation notices; the Urban Land Fund Development Branch has measured and counted the land and structures of 118 households, and made provisional plans for 21 households with an area of 2.2 hectares.
The Dong Kinh new urban area project has an area of 17.6 hectares, with 266 households, individuals and 6 organizations affected; the Ward People's Committee has issued 255 land acquisition notices; the Urban Area Land Fund Development Branch has measured and counted 42 households, an area of 1.33 hectares.
Regarding the progress of price construction, there is a specific land price certificate for the Lang Son province sports complex project (central stadium, multi-purpose gymnasium), the Dong Kinh new urban area project is implementing the construction of a specific land price certificate.
During the inspection, representatives of project investors and the Urban Area Land Fund Development Branch requested: The Ward People's Committee urgently carry out project site clearance, make advance payments for cases that have made provisional plans to start the project on August 19, 2025; urgently complete specific land prices at the two projects and build centralized cemeteries to move graves out of the project; establish a propaganda and mobilization team to increase dialogue and explanation for affected households.
Concluding the inspection, the Secretary of the Dong Kinh Ward Party Committee emphasized: The work of site clearance for projects, especially the provincial sports complex project, is very urgent because this is a project that must start construction on August 19, 2025, so the assigned agencies and units need to strengthen coordination to remove difficulties and speed up the project site clearance progress. Specifically, the Ward People's Committee must complete the land price before August 8, 2025; before August 10, the Ward People's Committee must hand over the site to the investor to carry out the work of preparing for the project's commencement and before October 30, 2025, the Ward People's Committee completes the owner registration and verification, the Urban Area Land Fund Development Branch completes the inventory of the entire project.
For the Dong Kinh new urban area project, the inventory and measurement must be completed before October 30, 2025. At the same time, specialized agencies must complete land recovery documents in accordance with legal regulations; advise on the construction of a centralized cemetery, review resettlement land funds; and weekly reports on progress will be made by implementing agencies and units.
The Standing Committee of the Steering Committee advises on the establishment of specialized propaganda teams, developing content and assigning members to effectively persuade and mobilize.
