The comrade assigned the Bac Giang Construction Investment Project Management Board under the Civil and Urban Development Project Management Board No. 1 and related units to complete the dredging of the sewers leading to Chau Xuyen Pumping Station before August 30, 2025. The maintenance in the following years will be assigned to the Urban Drainage Pumping Center for handling.

Regularly check the pumping station system, annually, functional sectors and localities must propose a plan to clear the sewer system and drainage canals.

In particular, the project to build, renovate and upgrade the drainage system in Bac Giang city (formerly) needs to be adjusted and supplemented in the direction of separating wastewater and rainwater, striving to speed up the project implementation progress and complete it before January 15, 2026.

Regarding sustainable and long-term solutions, functional sectors need to study and build a Minh Khai box culvert with the function of both draining and storing water, to be completed in 2026; and develop regulations for managing and supervising construction sites and people's houses.

The Chairman of the Provincial People's Committee assigned the Director of the Department of Construction to be the head of a special working group, responsible for monitoring and updating the progress of dredging and clearing sewers and canals regularly. This working group is directly directed by Mr. Pham Van Thinh, Vice Chairman of the Provincial People's Committee. Departments and branches synchronously and resolutely deploy both short-term and long-term solutions to thoroughly handle the flooding situation in Bac Giang ward, bringing practical results and strengthening people's trust.

It is known that due to the impact of heavy rains from June 20 to 23 and from July 3 to 13, 4 locations on the left side of National Highway 279 had negative slope landslides, the road surface was severely damaged, affecting the safety of traffic.

Faced with the above reality, in July, the Chairman of the Provincial People's Committee issued a decision to declare an emergency situation and an order to build urgent works to repair and overcome the consequences of natural disasters, ensuring traffic on National Highway 279 at landslide locations in Duong Huu and An Lac communes.

The Chairman of the Provincial People's Committee assigned the People's Committees of the relevant communes to organize site clearance, hand over to the Department of Construction to organize construction and handle emergency incidents. At the same time, focus on implementing measures to ensure safety for people in natural disaster situations; warn, monitor, guide, and proactively restrict or prohibit people and vehicles from entering dangerous areas. The total estimated investment cost to fix the incident on this route is 14.9 billion VND from the provincial budget reserve in 2025; the expected completion time is before October 30 this year.

Implementing the above direction, up to now, the Department of Construction has directed the functional units to mobilize machinery and human resources to urgently handle the landslide incident on National Highway 279. According to the handling plan, the landslide location will have the foundation and road surface widened towards the positive slope to make a temporary road; the negative slope side will be reinforced with steel piles, cement concrete gravity retaining walls combined with rock gabions to reinforce the foot; the slope roof will be covered with reinforced concrete; crushed stone mix will be increased to cover the asphalt pavement; drainage ditches and traffic safety guardrails will be restored.

After inspecting the landslide site at Km 37+600 on Highway 279, Comrade Vuong Quoc Tuan acknowledged and highly appreciated the active and urgent working spirit of the relevant units. He emphasized that this year's complicated weather, combined with weak geological foundation and old landslides that had not been thoroughly handled in previous years, led to a very high risk of landslides recurring. Moreover, the landslide site was located on a curved road, not ensuring safety for vehicles.

Therefore, this time the technical solution needs to be invested in a more systematic and solid manner, avoiding the situation of temporary "firefighting". In the process of overcoming the landslide, the Department of Construction, the construction unit and specialized agencies coordinate closely to come up with the most optimal solution to speed up the progress, accurately determine the location of the slide to have a basis for design, reinforce the foundation firmly; ensure efficiency in construction and long-term stability to prevent recurrence of landslides.

He requested the construction unit to fully comply with the solutions to ensure labor safety for workers, improve the quality and sustainability of the project. Develop plans to prevent and combat the effects of adverse weather to ensure progress, promptly adjust solutions when new situations arise, and ensure the safety of people and vehicles within the permitted range.
