Accordingly, in the face of heavy damage caused by recent rain and floods, the city is making efforts to organize repairs to soon stabilize people's lives and traffic.
To proactively overcome the consequences of natural disasters caused by heavy rains in the city and organize effective responses to ongoing and future natural disasters, the Chairman of the City People's Committee requested departments, branches, localities, units, organizations, associations and unions to focus on overcoming the damage caused by heavy rains and floods; organize appropriate environmental sanitation work, prevent epidemics from occurring; propagate and instruct people not to be subjective when clearing floodwaters after the flood recedes, and prevent loss of human lives...
At the same time, proactively visit and encourage families with victims caused by natural disasters; promptly count initial damages to organize recovery, support people, and quickly stabilize their lives and activities.
The Department of Construction continues to organize the repair of landslides and silting up of traffic routes; prepares forces, vehicles, and spare materials to serve the repair of traffic works, ensures traffic safety, and promptly directs the handling of landslides on traffic routes.

The Department of Industry and Trade reviews and prepares food, drinking water, fuel, and necessary necessities to promptly handle emergencies; based on actual conditions, reports and proposes the City People's Committee to organize the purchase of food, essential goods to serve the needs of people in areas affected by natural disasters; directs the early repair of power infrastructure, work to ensure safety for industrial production, and safety of hydroelectric dams.
The Department of Health implements medical work, ensures medical examination and treatment for people, provides guidance on environmental sanitation, and disease prevention after floods; prepares emergency plans for victims and mobile emergency plans; closely monitors the hunger situation of people, promptly reports and proposes support according to regulations; proactively advises the City People's Committee and the Chairman of the City People's Committee to implement policies and laws on emergency social assistance in overcoming the consequences of natural disasters and in directing and mobilizing necessary support resources for environmental sanitation and disinfection.
The Department of Education and Training shall preside over and coordinate with the People's Committees of communes, wards and relevant units to urgently overcome damage in the education and training sector; organize cleaning of schools and classrooms, and ensure necessary conditions to ensure teaching and learning return to normal immediately after ensuring safety.
The City Military Command, City Police, and City Border Guard Command coordinate with relevant agencies and units to be ready to mobilize and provide forces and means to support localities in responding to natural disasters, especially in evacuating people and property to safe places, searching and rescuing in all situations, especially in dangerous areas, areas at risk of deep flooding and landslides.
The Vietnam Fatherland Front Committee of Da Nang City and the City Red Cross Society, according to their assigned functions and tasks, will coordinate with relevant units and localities to continue to perform well the work of receiving and distributing relief goods to people in disaster-affected areas in a timely and appropriate manner.
The Chairman of the City People's Committee requested the Military Region 5 Command and the Naval Region 3 Command to prepare forces to help the city respond to and overcome the consequences of natural disasters.

Proactively respond to natural disasters in the coming time
To proactively respond to natural disasters in the coming time, departments, branches, localities and units must seriously organize on-duty shifts, closely monitor disaster forecasts and warnings, update and grasp the developments of storms, floods and rains; focus on leading, directing and implementing disaster prevention and control plans according to the risk level in the area...
The Chairman of the City People's Committee noted that it is absolutely necessary not to be negligent or subjective, to proactively prevent and respond at the highest level, to anticipate the worst situations to ensure the safety of people's lives and limit damage to property; to organize timely response and rescue when situations occur with the motto "4 on-site".
Mobilize people to proactively raise their assets and clear the rainwater collection points on the road in front of their houses; recommend people to proactively respond and stockpile food and essential necessities; continue to review and proactively implement evacuation activities, especially in dangerous areas, areas at risk of deep flooding, flash floods, and landslides; ensure food and necessary equipment at evacuation points, and prevent people from going hungry or suffering from cold and rain.
The City Military Command, the City Border Guard Command, the Department of Agriculture and Environment, the Da Nang Coastal Information Station, and the People's Committees of coastal communes and wards continue to closely monitor the development of storm Kalmaegi and dangerous weather conditions at sea, promptly notify owners of vehicles and boats still operating at sea to proactively take precautions; guide and support the implementation of necessary measures to ensure safety for boats at anchorages.
The City Border Guard Command proactively reviews and counts; based on storm developments, proactively decides to restrict ships and vehicles from going out to sea, operating at sea or ban the sea when necessary.
The Department of Agriculture and Environment proactively directs the implementation of work to ensure the safety of the dyke system, irrigation dams, protect and reduce damage to agricultural production, aquaculture, and mineral exploitation; presides over and coordinates with the People's Committees at the commune level to monitor and review residential areas located in areas at high risk of flash floods and landslides, and advises the City People's Committee to take timely measures.
The Department of Construction presides over and coordinates with relevant units to direct the implementation of flood prevention and control plans; ensure traffic safety, and promptly direct the handling of landslides on traffic routes.
The Department of Culture, Sports and Tourism and localities inform about natural disaster situations to units, headquarters, tourism infrastructure and tourists.
The Department of Education and Training and the People's Committees of communes and wards will proactively decide to let students stay home from school depending on the actual situation of floods, storms and the characteristics of each locality (especially paying attention to localities at risk of landslides).
Da Nang Electricity Company closely monitors the development of floods and storms to proactively develop plans to ensure electrical safety, promptly cut off power in deeply flooded areas, and ensure power supply to anti-flood pumping stations.
Irrigation and hydropower reservoir management units are on duty 24/7, monitoring and checking dam safety, tracking rain and water levels, reporting regularly, operating reservoirs according to procedures, promptly notifying downstream areas, preventing people from entering dangerous areas, proactively regulating to ensure the safety of dams and residents; at the same time, developing and sending reservoir operation scenarios to the Department of Agriculture and Environment (through the Department of Water Resources and Irrigation Management) to serve the direction work.
