
The leaders of the Party Committee and the government of Van Don special economic zone always clearly identify administrative reform as one of the key tasks. In particular, in the process of implementing the 2-level local government model, administrative reform plays a key role, deciding the success of the model. This is also an important driving force to promote investment attraction, support production and business activities, improve competitiveness and meet the requirements of local socio -economic development in the new period. The People's Committee of the special economic zone focuses on synchronous implementation on 6 pillars: Institutional reform, administrative procedures, apparatus organization, civil service regime, public finance, building and developing e-government.
Right from the first days of operation, the People's Committee of the special zone issued a series of important documents such as working regulations, along with regulations on the functions and tasks of specialized departments and units. The new apparatus quickly went into stable operation, ensuring "clear people, clear work, clear responsibilities", promoting the spirit of initiative, responsibility, effectiveness and efficiency of state management.
The system for receiving and returning public administrative results has been improved, with more than 2,059 administrative procedures fully listed and publicized, of which 1,920 procedures provide online public services, reaching 93.2%. Non-territorial administrative procedures are 1,696 procedures (82.3%). In the third quarter of 2025, 5,138 records were received, of which 99.79% were resolved on time and before the deadline, with no late records for citizens.
Notably, 84.46% of the results were returned electronically. The application of the electronic identification system, digital signature of documents and online document circulation helps reduce time and costs for people. The survey results showed that 100% of people and businesses surveyed were "very satisfied" with the quality of service at the Special Zone Public Administration Center.

The propaganda work on administrative reform was carried out systematically according to the set plan, with 7 key tasks; promoting communication through the Electronic Information Portal, DDCI fanpage, loudspeakers, billboards, posters... In 3 months, the special zone's platforms posted more than 1,000 news and articles, including more than 40 news and articles specifically on administrative reform, contributing to spreading the spirit of innovation.
Implementing the new model, Van Don has basically completed its apparatus including 5 specialized departments, 4 public service units and 30 schools. The arrangement of human resources is carried out flexibly, linked to the capacity and strengths of the staff. The special zone has also developed a job position project, clearly defining the requirements of each position, creating a basis for evaluating, training, appointing and using appropriate civil servants and public employees.
The management of public assets has also been seriously implemented, 104 headquarters have been reviewed, 79 headquarters have been arranged for reasonable use, 25 headquarters are continuing to be arranged according to the plan approved by the province. By September 2025, the disbursement rate of public investment reached 47.9% of the adjusted plan, equivalent to 108.4% of the plan assigned at the beginning of the year, thereby demonstrating the initiative in financial management and operation, public investment.
The special zone has issued a plan on digital transformation, along with an action plan to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. The focus is on building digital institutions, digital infrastructure and digital citizens, promoting the application of information technology in operations, management and provision of online public services at levels 3 and 4. The formation of community digital technology groups, training and guiding people to use digital applications, register for electronic identification, and make cashless payments have contributed to bringing technology closer to life.
From the foundation of a streamlined and efficient organizational structure to promoting digital transformation and taking people's satisfaction as a measure, administrative reform in Van Don special economic zone is creating clear changes, contributing to building the image of a creative, honest and serving government.
