Propose to add job creation targets and soon institute special mechanisms for Van Don

On the afternoon of October 29, participating in the discussion on the socio-economic situation at the 10th Session, National Assembly Delegate Do Thi Lan (Quang Ninh) acknowledged and highly appreciated the important results of the country in the past 5 years. At the same time, she also proposed two important contents related to employment targets and specific mechanisms for localities.

Speaking at the conference, delegate Do Thi Lan assessed that over the past 5 years, despite being heavily impacted by natural disasters, epidemics and global fluctuations, our country's economy has still been resilient and achieved many results. The macro economy and major balances have been maintained.

Delegates noted that many breakthrough policies for education, training and health care for the people are being institutionalized, effectively solving social security issues; infrastructure investment is being promoted; many ineffective investment projects with long backlogs have been handled. The areas of organizational restructuring, digital transformation, and institutional improvement have also been innovated, appropriate and effective. Based on the results achieved, delegates gave their opinions on two specific issues.

Additional " job creation " into the development indicators system for the period 2026 - 2030

First, delegate Do Thi Lan suggested that the Government consider adding the "job creation" indicator to the system of socio-economic development indicators for the 2026-2030 period.

According to the delegates, over the past 5 years, despite high economic growth, employment in the formal sector remains a challenge. National Assembly Delegate Doan Quang Ninh pointed out that the labor structure has shifted rapidly but the quality of labor has not adapted; the target of trained labor with degrees and certificates is low; and the average labor productivity has not met the target.

According to the analysis of the delegates, the target of job creation was included in the Party Congress documents (IX, X, XI) and the National Assembly Resolution on the corresponding 5-year socio-economic development plan. However, since 2016, this target has no longer been included due to difficulties in statistics when the labor market database has not been built.

In reality, the lack of employment targets and data has caused inadequacies. "For example, when issuing a fiscal policy to support housing rental for workers whose labor relations were affected by the Covid-19 epidemic... the proposed budget source exceeded the need by more than 2,000 billion," the delegate cited.

In addition, after restructuring the apparatus, by September 2025, there will be about 140,000 people who have decided to quit their jobs and enjoy the policy. Along with the economic shift will be the labor shift, but the policy to support job creation in the private sector for this group "has not been set out yet".

Delegate Do Thi Lan emphasized that at the National Online Conference summarizing the work in 2024 and deploying the tasks in 2025, General Secretary To Lam directed that it is necessary to set new job creation targets for each stage and each field and consider this an important target. Many countries such as the US, China, Japan, and South Korea all have employment targets and consider this one of the central targets for policy making.

With the Government having established a National Steering Committee on Data, delegates believe that the construction of a national database on the labor market will help to collect and evaluate job creation indicators more practically. She said: "The addition of job creation indicators along with synchronous solutions to solve employment also demonstrates the concern and responsibility of the Party and State in caring for people's lives, for sustainable development."

Early institutionalization of special mechanisms for Van Don to promote its potential

On the second issue, delegate Do Thi Lan mentioned specific mechanisms and policies for localities. The delegate said that the policy of allowing piloting specific mechanisms and building special administrative-economic units (including Van Don and Quang Ninh special economic zones) to create growth poles and test innovations is a "correct policy".

The delegate emphasized: "Van Don Economic Zone, now Van Don Special Zone, is a place with many outstanding potential advantages." However, up to now, this area has not yet been applied with special policy mechanisms, although Quang Ninh province has proactively built plans and invested in connecting infrastructure.

Recalling Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the economic growth target of 8% or more in 2025; in which, directing "expanding the scope, subjects, and areas of application of pilot and specific mechanisms and policies that have been applied in 10 localities" and "Building specific policies to develop economic zones with great potential such as Van Don, Van Phong, border economic zones...".

Pointing out that this policy has not been implemented, National Assembly Deputy Do Thi Lan suggested that the Government submit to the National Assembly at this session the expansion of the scope of application of special mechanisms to qualified localities, including Quang Ninh, so that the policy can soon come into life.

At the same time, the delegate suggested that the Central Government pay attention to orienting and directing Quang Ninh to continue building special and outstanding policies to develop Van Don Economic Zone "to soon attract investment to effectively promote invested infrastructure for development".
