Accordingly, Chairman of the People's Committee of Quang Ninh province Bui Van Khang is the Head of the Working Group to develop a pilot project on special mechanisms and policies for the development of Van Don Special Economic Zone. Mr. Cao Tuong Huy, Secretary and Chairman of the People's Council of Van Don Special Economic Zone, holds the role of Permanent Deputy Head and directly directs the specialized advisory unit.

The working group is joined by leaders of key departments and branches such as Finance, Home Affairs, Construction, Provincial Economic Zone Management Board and heads of relevant agencies. The core task of the group and the supporting unit is to advise on the complete development of the project dossier for Van Don. Research, propose and explain policies, coordinate with central ministries and branches in appraisal, and monitor and urge progress throughout the completion process, and submit to competent authorities for consideration.
The establishment of the working group took place in the context of Van Don continuing to attract large-scale capital flows, hoping to create a quick and sustainable breakthrough for the special zone. On June 27, the Prime Minister approved the investment policy of the Van Don High-end Complex Tourism Service Area project with a total capital of more than 2 billion USD. The project aims to form a resort complex, entertainment with prizes, an international-class event center, integrating casino activities, tourism real estate, hotels, resort villas, commercial centers, offices, conferences, along with high-quality sports , entertainment and health care facilities.

The People's Committee of Quang Ninh province has approved the results of selecting investors for the Monbay Van Don high-end resort , entertainment, golf course and residential complex project in the old Ha Long commune, with a total investment of nearly VND25 trillion (equivalent to USD1 billion). These billion-dollar projects, when implemented, are expected to add new growth poles to Van Don, increasing the attraction of international visitors and strategic investors.
To meet the needs of economic, social and infrastructure development for projects, Quang Ninh province has been investing in building and upgrading many key traffic routes in Van Don with a total capital of up to thousands of billions of VND. The port system, including Ao Tien Port, along with the network of dynamic roads, is considered the "hard foundation" to help the special zone connect conveniently with the region and internationally, creating space for special mechanisms and policies to be effective as soon as they are issued.
